UPLAND UNIFIED SCHOOL DISTRICT                          

 

JOB TITLE:  DIRECTOR - SUPPORT SERVICES

 

BASIC FUNCTION

Under the direct supervision of the Assistant Superintendent of Student Services, the Support Services Director will provide district-wide leadership in planning, implementing, expansion and coordinating assigned support service programs to benefit students and families. The Support Services Director will oversee and direct the Upland Unified School District Counseling Center and district case management activities for identified students and families. The Support Services Director is also responsible to coordinate the district's (Homeless and Foster Youth programs, the Local Education Agency (LEA) Medi-Cal billing Option program, the Medi-Cal Administrative Activities (MAA) program, before and after school programs, and monitor the Local Control Accountability Plan (LCAP) that fall within the Support Services Division.

 

ESSENTIAL JOB FUNCTIONS

  • Coordinates the district's identified student support programs as assigned and monitors all components and budgets of those programs
  • Supervises and evaluates employees working within the designated student support programs
  • Develops and coordinates the Upland Unified School District Counseling Center and provision of mental health services for district students
  • Provides operational oversight. Monitors the program and center operations to ensure compliance with funding source guidelines and Medi-Cal requirements
  • Coordinates the district Homeless Education and Foster Youth programs
  • Develops programs to meet the needs of homeless and foster youth, and monitors to ensure compliance with state and federal regulations
  • Serves as the Homeless Education Liaison and the Foster Youth District Liaison
  • Develops and coordinates the district After School Education and Safety (ASES) Programs, the district Before and After School Child Care Program, and the district ESL Child Care classes
  • Ensures alignment of those programs to the district strategic plan for improving student achievement
  • Oversees and coordinates the Healthy Start and LEA Medi-Cal Collaboratives which can include district-wide LEA Medical Billing, the Medi-Cal Administrative Activities (MAA) program, program data collection, record keeping and evaluation
  • Develops and maintains ongoing collaborative partnerships of county, community, private sector providers, parents, students, and district representatives which can include the development of interagency agreements (such as Memorandum of Understanding)
  • Oversees and directs case management activities for identified students and/or families within a school linked service integration model
  • Monitors the Local Control Accountability Plan (LCAP) activities that fall within the Support Services division
  • Assists district personnel with development of grants and innovative projects to obtain supplemental resources in alignment with the district's strategic achievement plan
  • Makes public presentations both oral and written regarding student support programs
  • Performs other duties as assigned

 

JOB REQUIREMENTS – QUALIFICATIONS

Knowledge and/or Abilities Required:

 

Knowledge of:

  • School/community relationships and community problems, interests and concerns; LEA Medi-Cal billing; child and family services; practices of interdisciplinary case management; principles and practices of personnel management

 

Ability to:

  • Support parent empowerment and mobilize community services/support; work with a wide variety of community groups, organizations, district staff, consultants, students and parents; develop and facilitate an effective working interdisciplinary team; manage fiscal, programmatic and administrative operations; initiate innovative programs; work with culturally diverse students, families and staff; strong organizational and interpersonal skills and leadership ability

 

PHYSICAL AND MENTAL DEMANDS

Persons performing service in this position classification will be expected to perform Light work, which involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. Even though the weight lifted may be very little, a job is in this category when it requires a good deal of walking or standing, or when it involves sitting most of the time with some pushing and pulling of arm or leg controls. To be considered capable of performing a full or wide range of light work, you must have the ability to do substantially all of these activities. If someone can do light work, we determine that he or she can also do sedentary work, unless there are additional limiting factors such as loss of fine dexterity or inability to sit for long periods of time. (Per the Code of Federal Regulations – Section 404.1567 “Physical Exertion Requirements”)

EXPERIENCE AND EDUCATION REQUIREMENTS

Experience: 

A minimum of five years administrative experience in the field of human services or student services with district or county office experience preferred.  Experience coordinating a school-linked community collaborative; case management and multi-disciplinary team experience; experience working with at risk students and families. 

 

Education: 

Bachelor’s degree, Master’s degree preferred in mental health, educational psychology, social work, or related field and/or possess a valid California teaching or PPS credential.  Must possess or be eligible for an Administrative Services Credential.   

 

LICENSE AND/OR CERTIFICATE REQUIREMENT

•    Valid California Driver’s License
