ABOUT THE POSITIONDirectly responsible to the Vice President of Academic Affairs for leadership, direction, planning, coordination, general supervision and evaluation of the programs/departments and services of the School of Language Arts and Communication, including English, Journalism, English as a Second Language, American Sign Language, and Linguistics, Reading, Communication Studies, Foreign Languages, and the Writing and Reading Success Center. The assignment includes, but is not limited to, enrollment management responsibilities and other duties related to the planning, development, implementation and coordination of the programs and services within the school. The Dean should provide opportunity for involvement by staff, as appropriate, in consideration and discussion of the development of policy, procedures, and programs. The leadership, supervision, planning, implementation, and coordination responsibilities entail working with managers, faculty, staff, students, and appropriate college committees to ensure that the instructional goals and delivery systems are meeting student-learning needs and are in consonance with college goals and objectives. In addition, the individual should function effectively as a member of an administrative team and should work well with and evidence sensitivity towards persons at all levels of the college.

Duties
DUTIES AND RESPONSIBILITIES
In concert with the appropriate personnel:
• Provide leadership for the direction, planning and the administration of the School's educational programs and services.
• Provide leadership for the development of new programs and services and the development of strategies and activities that encourage and foster innovation.
• Provide direction and support to faculty in the development, revision, and evaluation of curriculum and materials.
• Facilitate and enhance governance processes/relationship(s).
• Develop budgets and manage financial resources consistent with the college policy and sound management principles.
• In accord with the college's enrollment management plan, provide leadership and coordination for the development of operational action plans and their implementation.
• Provide coordination of the scheduling of courses, services and other related support needs of the School for the efficient and effective use of facilities. Monitor class sizes and workloads as appropriate.
• Recommend instructional and staff personnel; assist in the recruitment, selection, and evaluation of personnel as appropriate.
• Provide leadership for program review, including improvement and development; systematic assessment of student progress and learning outcomes; and recommend changes to maintain relevance of School programs and to meet student and community needs.
• Determine appropriate equipment and supplies for the instructional area in accordance with established policies.
• Assist in the review and evaluation of instructional programs within the School.
• Provide for the coordination of program advisory committees.
• Assist in providing orientation and professional development for personnel within the School.
• Assist in identifying resources for development through grants and special projects; coordinate and assist in preparation of project applications for special funding to support School's programs and services.
• Develop and prepare recommendations and reports as necessary; coordinate and supervise preparation of plans, studies and reports applicable to the School as required.
• Train, supervise, evaluate, and direct the work of assigned academic and classified staff within assigned areas.
• Prepare or review documents for program and course development; assure that materials meet requirements of the Curriculum Committee; provide necessary information for schedules, catalog information, and program publicity.
• Develop the schedule of classes and faculty assignments in accord with the appropriate department chairs.
• Develop and implements plans and policies to facilitate, improve and promote the curriculum, programs and services of the instructional area; maintain instructional standards of quality.
• Assist in articulation of the instructional programs with K-12 and institutions of higher education.
• Understand and appreciate the mission of community colleges and be able to relate it to all constituencies.
• Advocate and promote quality instruction, equity initiatives and equity mindedness, and student success to meet the educational needs of students in a diverse community college environment.
• Understand and support the role of faculty in participatory governance.
• Develop school budgets and manage financial resources consistent with the district policy and sound financial management principles.
• Understand and promote the role and use of technology in the instructional environment.
• Facilitate and encourage staff development activities within the school.
• Serve on various planning committees and taskforces in support of the college planning structure.
• Make presentations as necessary to various groups with the district, community and state.
• Perform other duties as assigned.
SUPERVISORY RELATIONSHIPS
This position reports to the Vice President, Academic Affairs and supervises and evaluates assigned staff.
PERSONNEL
Responsible for effectively recommending the hire, transfer, suspension, lay-off, promotion, assignment, discipline, training, professional development, assignment, direction and evaluation of work, and adjustment of grievances of all assigned staff; administering collective bargaining agreements, employment and promotion selection procedures, and compliance with District policies, rules and regulations regarding personnel; evaluation of the performance of assigned staff, providing direction and assistance wherever a need for improvement is identified.
Qualifications
MINIMUM QUALIFICATIONS
Possession of a master's degree, AND
One year of formal training, internship, or leadership experience reasonably related to the administrative assignment.
College's fundamental requisite
Evidence of a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.
Desirable Qualifications
• Possession of an earned doctorate is desirable.
• Progressive experience administering educational programs and services, including experience in a community college or university environment.
• Recent leadership experience as an administrator, department head, or coordinator in an instructional setting within a college or university.
• At least three years teaching experience at the post-secondary level.
• Demonstrated support for and encouragement of faculty and student scholarship.
• Commitment to participatory governance and ability to build consensus, resolve difficult issues, and foster a team environment.
• Demonstrated ability to work effectively and cooperatively with diverse constituencies within a participatory governance environment.
• Effective oral and written communication skills.
• Knowledge of computers and computer applications that support management systems and business office functions.
• Demonstrated ability to problem solve and make timely, fair, and equitable decisions.
• Demonstrated record of fiscal responsibility and accountability, utilizing enrollment management in schedule planning.
• Demonstrated advocacy for students and students' needs.
• Demonstrated commitment to academic quality and standards.
LICENSE AND/OR CERTIFICATE:
Possession of, or ability to obtain an appropriate valid California Driver's License.
