Job Summary

Under the general direction and supervision of the Director of Early Learning and Care, provides coordination, leadership, technical assistance and support to the Quality Counts California (QCC) work of the Mendocino County Office of Education (MCOE), including supervising the Early Learning and Care Continuous Improvement Specialist(s) assigned to QCC based work with California State Preschool Program centers at local school districts, Early Head Start/Head Start centers, Tribal Child Care centers, private centers providing subsidized care, etc. Works collaboratively with the Early Learning and Care department to increase workforce knowledge through education on competencies, specialized training and guiding implementation of quality improvement practices. Works with districts, childcare agencies and other stakeholders to support the alignment of programs that focus on positive outcomes for children and families and increases public awareness of the benefits of investing in high quality Early Learning and Care programs. Provides oversight and management of all QCC grants, including invoicing and reporting.

Requirements / Qualifications

• Associate’s Degree in Early Childhood Education, with six (6) years of experience working in Early Learning and Care programs, with four (4) years of leadership experience at the site level; or Bachelor’s Degree in Early Childhood Education, with four (4) years of experience working in Early Learning and Care programs with two (2) years of leadership experience at the site level; • Experience in program development, implementation, and evaluation; • Experience with grant-writing and grant facilitation desired; • Possess or obtain upon employment, a valid California Driver License; • Provide proof of automobile insurability; • Meet the physical requirements necessary to perform assigned duties safely and effectively, including lifting twenty-five (25) pounds on an occasional basis and in excess of twenty-five (25) pounds with assistance.
