BASIC FUNCTION:

Under the direction of an assigned administrator, provide, perform, coordinate, and supervise foster care and homeless services in a school-based, supervise and coordinate a variety of staff supporting these services, which may include,but is not limited to student screening and assessment, individual and group counseling, District-wide intervention and prevention, direct therapy and case management services to students and parents, and connecting students to community resources in order to advance opportunities for student success. The incumbent will also provide case management services to students and parents, and provide consultation and in-service training to District students, parents, employees, and administrators, as needed; and, assist in the management, supervision, training, and evaluation of assigned personnel promoting a culture of customer service and responsiveness. This position is designated as supervisory.



REPRESENTATIVE DUTIES:

The duties listed below are just the essential duties of this class.   • Coordinates the McKinney-Veto Homeless Children and Youth programs throughout the district working closely with shelter providers and various agencies and non-profit groups.
  • Provide case management to foster children, legal family members, and foster parent(s) in accordance with the specific needs of the child and state and local regulations.
  • Provide case management to homeless youth and ensure that all school sites are within McKinney-Vento regulations are in place.
  • Identify and coordinate and monitor assistance and intervention programs for a variety of needy / at-risk sub-group populations within the LUSD student community. 
  • Monitor the student's home environment, school, and learning environment to ensure that student needs are met and to ensure access to programs and services as needed by the student.
  • Review, respond to and coordinate referral forms submitted by protective service; act as the District's liaison for protective services, which includes but is not limited to identifying and providing service requests.
  • Establishes, coordinates and works with interdisciplinary teams to meet the foster care/homeless youth and academic needs of students. 
  • Counsels students and their families on life and mental health issues, social problems to facilitate emotional and academic well-being.
  • Enroll students in available social services, through the District, and other public agencies or private organizations, designed to address the
    individual foster care/homeless youth and academic needs of students.
  • Guarantees that school placement is in the best interest of the homeless children or foster youth.
  • Develops, coordinates, implements, and evaluates the progress of intervention plans for students, both individually and in a group setting, which includes providing on-going case management.   
  • Refers and oversees the referral process of students and student families to internal District resources and external professionals and
    community organizations for help or consultation; serves as an advocate for the best interest of students and families, assists students and their families in their pursuit of needed services. 
  • Prepare for and attend court hearings as needed.
  • Represent the District as needed at conferences, conventions and in the community.
  • Engages a broad network of internal and external business and community partners, committed to addressing student needs as related to foster care/homeless youth and academic achievement.  
  • Maintains detailed and accurate records documenting and analyzing student needs, progress, and services.  
  • Manages, researches, collects, synthesizes, and analyze a wide variety of complex qualitative, qualitative, and narrative data and information relevant to providing foster care services to students.  
  • Assist in identifying and revising any policies that may act as barriers to the enrollment, attendance, and success of homeless youth and foster care in school.
  • Assists in establishing and enforcing standards and expectations of performance for assigned staff; supervises, coordinates, trains, provides work direction, and guidance to assigned staff, including delegating, distributing, prioritizing reviewing work; counsels and evaluates assigned staff.  
  • Provides leadership, collaborates, and supports staff to create a high performance, service-oriented work environment that supports the District's and department's mission, objectives and expectations; promote workplace diversity, positive employee relations, team building and team orientation.
  • Assists in the planning, development, implementation, and coordination training programs relevant to foster care responsibilities.
  • Verifies that homeless youth and foster care meet the relevant eligibility criteria are able to participate in Federal, State, or local food programs.
  • Coordinates and facilitates meetings to perform observations, audits, investigations, document collection, fact finding, or interviews, related to foster care work and homeless youth.
  • Communicates with any customer or district constituency group, in an interpersonally skilled manner, by using courtesy, tact, diplomacy sensitivity, patience and professionalism.  
  • Attends, participate, and provide meetings and trainings, as required, which may occur beyond the normal work day regarding homeless youth and foster care.
  • Ensures the proper prioritization, timely completion, and meeting of deadlines for any assigned projects and tasks, as directed.  
  • Performs related duties as assigned.



INITIAL/MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE:
  • Graduation from high school (or GED equivalent) and from a recognized college or university in social work, psychology, sociology, or a field relevant is required.      
  • Equivalent to three (3) years of increasingly responsible and complex work experience in providing foster care case management services to minors is required.  
  • Experience in the K-12 public educational setting is desirable and preference may be given to candidates who meet this criterion.  
  • Computer experience, including word processing, spreadsheets and database management programs is required.
  • Master's degree in social work, psychology, or a field relevant to the concept of this position, from an accredited college or university, is desirable.  
LICENSES AND OTHER REQUIREMENTS:
1)    Valid Class C Driver's license & availability of private transportation.
3)     Current CPR/First Aid Training certificate required.
4)     Some positions may require the ability to read, write, and speak Spanish fluently.
