Job Description – Director of Maintenance, Operations and Transportation (MOT)

Basic Function: Direct the maintenance, custodial, grounds keeping and transportations of the District.

Under the direction of the Assistant Superintendent of Business Services, coordinate and administer facilities planning and construction activities related to new school construction, renovation of existing schools, relocatable classrooms and other support activities including rental and lease of district facilities.

 Representative Duties:

  • Prepare original and amended applications and oversee the preparation of facilities requirements, and specific construction and renovation projects.
  • Develop a master plan to ensure each facility will be properly maintained.  Inspects all building and grounds to ensure the quality of workmanship adheres to established codes, regulations and standards.
  • Coordinate school facilities construction and renovation projects including new modernization and upgrading of district facilities.
  • Assist in coordination of building plans to ensure conformance to efficient standards, necessary procedures and legal requirements; monitor the adherence to plans.
  • Develop a District standard and specifications for materials needed in maintenance.
  • Assists and advises the District administration of the development of plans and specifications for construction and repair.
  • Confers with school officials and others regarding building needs.
  • Supervises and evaluates support staff.
  • Represent District and interface with other local and state agencies.
  • Supplies Asst. Superintendent, Business with up to date local information on costs and availability of labor and materials.
  • Assists Asst. Superintendent, Business in preparation of contract documents.
  • Direct the staff assigned to the various areas of responsibility, including providing for the evaluation and in-service of staff.
  • Supervise special projects related to buildings, grounds, and transportation as assigned by the Assistant Superintendent of Business.
  • Direct the inspection of buildings and grounds and confer with site administrators on needed maintenance, repairs, and modernization activities.
  • Interpret plans for contractors and subcontractors; maintain records and prepare reports.
  • Manage disposal of surplus property per Education Code.
  • Check and inspect work done by contractors to ensure compliance with District procedures standards, specifications and with building codes.
  • Direct and coordinate communication with the offices of Public School Construction, State Allocation Board, Division of the State Architect, and Department of Education Facilities and Planning Division related to school construction and modernization.
  • Prepare, submit and monitor budgets for maintenance, operations and transportation and requisition materials and approve expenditures for departmental needs.
  • Maintain internal controls/records for distribution of all keys for all facilities in the District.
  • Assist with planning and preparation for disaster preparedness according to FEMA requirements and guidelines.  Service as Safety Coordinator for the District.
  • Provide assistance and direction to site and program administrators on matters related to Maintenance, Operations and Transportation.
  • Direct the District’s maintenance program including the scheduling of maintenance activities and assignment of staff to those activities.
  • Schedule and coordinate the District Preventative Maintenance Program.
  • Review plans and specifications for maintenance work, construction and modernization projects. Meet and coordinate with outside contractors on construction projects.
  • Serve on various committees and Safety Committee.
  • Direct the District’s vehicle maintenance program and oversee compliance with vehicle safety regulations.
  • Confer with and assist site and program administrators on disciplinary problems with student passengers on buses and at bus stops.
  • Address parent complaints relative to the transportation program.
  • Oversee the District’s custodial services including coordination of work assignments and scheduling workloads.
  • Review and coordinate all work orders, schedules and materials ordering for the department and maintain necessary records and files.
  • Oversee District security systems.
  • Other related duties as assigned

Qualifications:

     Education/Experience/Training

  • Any combination of education, experience and training that would likely provide the required knowledge and abilities is qualifying. 
  • Five years of increasingly responsible experience in industrial management, building construction, maintenance work, or a related field, including supervisory and management experience. 
  • A Bachelor’s degree in a related field from an accredited college or university is preferred.  
  • A Degree in architecture, engineering, construction management; a contractor’s license or other specialized certification; and/or extensive experience with DSA will be considered for its merit. 
  • Public school district experience is desirable. 

Knowledge and Abilities:

Knowledge of:

  • Principals, methods, techniques and strategies pertaining to comprehensive school district maintenance, operations, transportation and custodial programs.
  • State Allocation Board and Public School Construction programs and forms: regarding eligibility and funding for school construction and modernization.
  • Applicable sections of the State Education Code and California Administrative Title V.
  • Planning, organization and administration/supervision of school facilities.
  • Building construction practices and techniques of school and public buildings.
  • Applicable State, County and City laws, codes and regulations related to fire and safety.
  • Principles and practices in supervision and training.

Ability to:

  • Plan and organize the implementation of specified contract projects with District facilities.
  • Analyze situations accurately and adopt an effective course of action; determine potential risks and make recommendations for solutions.
  • Operate computers and programs.
  • Implement Health and Safety regulations.
  • Meet schedules and time-lines.
  • Compute square footage and acreage.
  • Present clear and concise reports
  • Read, interpret, apply and explain rules, regulations, policies, collective bargaining contracts and procedures.

Working Conditions:

Environment: Combination of office and outdoor construction sites in various states of completion.

Physical Abilities: Subject to working outdoors and inside buildings and walking on uneven terrain, consistent with construction sites; climbing stairs and ladders.  Exposure to sunlight, fumes, noise and other outside conditions; working in adverse weather conditions.

Hazards: Associated with construction.
