JOB DESCRIPTION


Title: Payroll/Personnel Technician
Reports To: Director Fiscal Services Director/Assistant Superintendent Personnel Services

Salary: Classified Salary Schedule         
Classification: Classified - Confidential

FLSA: Non-Exempt (hourly)
Work Year: 12 Months - 261 Work Days

BASIC FUNCTION:

Under the direction of the Director of Fiscal Services or Assistant Superintendent/Director of Personnel Services, performs the necessary duties and functions related to employee regular and supplementary payrolls and certificated/classified employee personnel programs in compliance with District policies and procedures, negotiated contracts, county, state, and federally mandated requirements.

REPRESENTATIVE DUTIES:

Payroll Technician
• Code and audit substitute absence issues related to payroll.
• Audits and complies paperwork from sites and departments and outside agencies related to payroll processing and tracking of absences.
• Assists with the cycle I and cycle II payroll process as needed.
• Prepares paychecks for distribution to sites and departments.
• Process and reconcile miscellaneous deduction checks to vendors after payroll has processed
• Compiles and maintains accurate and organized employee payroll and/or personnel files and records in accordance with accepted accounting procedures and/or Education Code regulations.
• Maintains effective customer relations, disseminates information, and meets with and assists employees with payroll related matters and inquiries.

Personnel Technician
• Coordinates the employment procedures for certificated/classified employees, including application submittal, screening, interviews, applicant assessments, fingerprint clearances, and new employee orientation.
• Compiles and maintains accurate and organized employee personnel files and records in accordance with Education Code regulations and district policies.
• Maintains effective customer relations, disseminates information, and meets with and assists employees and/or prospective employees with personnel related matters and inquiries.
• Assist with personnel duties such as Tuberculosis verifications, substitute employee placements, recording of transcript coursework, credential verification, salary placements, NCLB certifications, professional growth reimbursements, seniority lists, EDD claims for unemployment, and employee recognition events.
• Maintains Association contracts, grievance and mandated cost logs, and monitors the District’s Workers Compensation and Return to Work program, including the Injury Illness and Prevention Program (IIPP).

Both Positions
• Attend staff meetings, District meetings, and in-service training as appropriate.
• Understand contract language and Ed. Code language pertaining to payroll/personnel procedures.
• Perform other related duties as assigned.

KNOWLEDGE AND ABILITIES:

Knowledge and Application of: District policies and procedures; accounting systems and procedures; computer hardware and software programs and other office equipment; current office practices, union contracts and appropriate Ed Code; correct English usage, grammar, spelling, punctuation and vocabulary; interpersonal skills; and, principles of customer service.

Ability to:

• Compile, maintain, write, and submit accurate and complete records and reports and process data.
• Maintain employee payroll and benefit records.
• Understand and carry out oral and written directions and work independently without direct supervision.
• Read, interpret, and apply instructions, rules, regulations, policies, and procedures.
• Plan, prioritize, and organize work and meet deadlines.
• Maintain and establish payroll and personnel systems and procedures.
• Operate current office equipment and applicable software programs.
• Communicate effectively and accurately both orally and in writing.
• Apply interpersonal skills with using tact, patience, and courtesy.
• Establish and maintain cooperative working relationships.

EDUCATION AND EXPERIENCE:

Education: High School Diploma and two (2) years of additional training in payroll/accounting/bookkeeping or office/clerical/personnel methods and procedures.

Experience: Requires at least two (2) years of clerical, payroll, bookkeeping or personnel related experience or an equivalent combination of education and experience, preferably in an educational setting.

Special Requirements: Must possess a valid California Motor Vehicle Operator’s license and maintain the minimum state vehicle insurance.
