About the Employer

The Orange County Department of Education (OCDE) serves some of Orange County’s most vulnerable student populations and provides support and mandated fiscal oversight to 28 school districts serving more than 600 schools and approximately 475,000 students. In addition to providing direct instruction to students through its own alternative and special education programs, OCDE administers an array of programs and services that are critical to the operations of local school districts and community colleges, facilitating professional development, legal guidance, payroll, career and technical education support, high-speed internet access, Local Control and Accountability Plan assistance and approval, resources for families, and student enrichment. Job Summary

Job Summary

OCDE’s Family Support Services program helps subsidize childcare payments for eligible families throughout the County of Orange. The program is funded by the California Department of Education (CDE), Early Learning and Care Division. Subsidized child care is provided via contracts established between OCDE Family Support Services (FSS) and a provider who is an independent contractor selected by the parent. We are looking for a talented and enthusiastic individual to serve as a Child Care Services Analyst that will recommend and assist in the implementation of goals, objectives, and strategic plans, establish schedules and methods for providing specialized services and implement policies and procedures. This position will also act as a Hearing Officer for the Alternative Payment Program (APP). Conduct local hearings for parents who do not agree with an action taken by the APP; provide an explanation of action, listen to parents concerns, and make a decision. The person selected will conduct random audits of family and provider case files for completeness, timeliness, and accuracy as required by California Department of Education Funding Terms and Conditions, Child Development Services Program Policies and Procedures, and federal, state, and local rules and regulations. The selected individual will provide staff assistance to higher level management staff on a variety of projects: research issues; compile and analyze data; develop reports; make recommendations on policies and procedures; and respond to requests for information.

Requirements / Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Bachelor’s degree from an accredited college or university with major course work in child development, human services, social work, or a related field. Two (2) years of experience in a state-subsidized child development program. Three (3) years of recent experience working with an Alternative Payment Program.
