English Language Development Manager  

The English Language Development (ELD) Manager is a certificated, exempt position with Element Education.  Under the direction of the Director of Accountability, the ELD Manager implements, demonstrates, and coordinates the ELD literacy and numeracy program (K-12). 

Essential Functions  

Support Student Learning 

  • Coordinate the on-going development, implementation and coordination of the system’s K-12 curricula in English Language Development  

  • Identify program needs (e.g. instructional materials and equipment, etc.); Provide input to school administration to enhance the ELD program 

  • Monitor advisory committees (e.g. DELAC, ELAC); Ensure compliance and obtain input to maximize program effectiveness 

  • Monitor inventory of instructional materials, equipment, and supplies; Identify required items for providing instruction in accordance with established curriculum 

  • Recommend expenditures for activities, equipment, and supplies that enhance the school programs 

  • Develop, implement, revise, and communicate ELD program for delivering services and supportsResearch new material and recommend pilot projects for providing the most effective program for the students 

  • Plan, coordinate, and implement organization-wide activities and special events 

  • Facilitate teacher meetings that focus on student work in literacy and numeracy by using state standards and rubrics  

  • Consult with teachers to meet the needs of ELD students 

  • Serve on the local school’s leadership team to contribute and monitor the literacy and numeracy components in the school plan, as-needed 

  • Implement techniques that include demonstration teaching, one-on-one observation and coaching, and facilitating group observations 

  •  Ensure and monitor at-risk EL students receive additional intervention needed to succeed academically 

  • Coordinate EL data collection with schools and Director of Accountability 

  • Coordinateconduct, and support assessment of ELD students  

  • Responds to inquiries from school personnel for the purpose of providing information, assistance and/or direction related to the grade level or special area activities 

  • Address operational issues related to activities at each school site  

  • Identify and monitor English Learners (EL), low-income, and foster youthAdminister and coordinate English Language Proficiency Assessment for California (ELPAC), schedule, train, and oversee other ELPAC administrators, maintain all required records, and provide data for informed decisions 

  • Ensure compliance with district, state, and federal ELD guidelines 

  • Conduct and provide on-going professional development for school staff 

  • Collaborate with and mentor staff to monitor and provide supports to English Learners, serve as a resource, and provide support and guidance  

  Accountability and General Administration 

  • Maintain student records in accordance with school policies and procedures 

  • Manage school resources in accordance with school policies and procedures 

  • Return all correspondence, including phone calls and emails in a timely manner; Be accessible during business hours and respond to administrative needs and inquiries in a timely manner 

  • Meet with Director of Accountabilitweekly to provide updates on current projects, set goals, etc. 

  • Attend and participate in all required meetings (ex. MTSS team), workshops, trainings, seminars, and school functions; Promote and participate in creative exchange of ideas 

  • Observe confidentiality 

  Public Relations 

  • Act as a liaison between parents and staff, if needed 

  • Seek opportunities for parents and students to connect with and support each other 

  • Develop positive relationships with parents and general public 

  • Communicate and support the school’s mission, policies, and procedures 

  • Represent Element Education and its programs in a positive and professional manner 

  • Promote the program within and outside of the region, including attending public events and networking with community businesses/leaders 

  • Coordinate and publicize social events for students and families 

  • Organize parent workshops, tours, and informational meetings 

  • Host/Coordinate a minimum of one service learning project within a region per year 

  • Assist with maintaining a positive and effective work environment; Treat all staff with respect, provide opportunities for participation in decision making, and be responsive to the human needs of staff members 

  Professional and Organizational Development 

  • Read a minimum of two books annually from required/recommended reading lists or in accordance with the EF’s organization goals 

  • Seek innovative approaches to self-directed learning and formal training 

  • Practice reflective observation regularly; Maintain growth mindset 

  • Keep up to date on state requirements and current trends in the areas of curriculum and instruction 

  • In collaboration with the School Director, plan for own career growth and ongoing professional development 

  • Understand and contribute to Organization’s vision, growth, and development

Knowledge, Skills, & Abilities 

  • Training in Learning Success Personalized Learning Model; Knowledge of different learning styles and power traits training 

  • Knowledge of and experience with a wide range of K-12 curriculum in all subject areas 

  • Demonstrated knowledge of curriculum and instruction, including different methodologies and educational philosophies 

  • Knowledge of SST, 504, IEP, and MTSS processes 

  • Possess a friendly and approachable demeanor  

  • Familiarity and commitment to the mission and educational philosophy of Element Education 

  • Ability to maintain records as directed by supervisor 

  • Ability to maintain confidentiality regarding parents, families, and staff 

  • Ability to remotely and/or virtually perform duties and attend meetings, as needed 

  • Ability to exercise emotional maturity in communicating with students, parents, and colleagues 

  • Demonstrate considerable knowledge of technology,  Microsoft Office 365 and its’ applications, and DocuSign

Requirements 

  • Possess a Bachelor’s Degree from an accredited university 

  • Possess a current and clear California Teaching Credential, or equivalent 

  • Three years successful teaching experience. 

Upon Hire/Offer 

  • First Aid/CPR/AED certification 

  • Proof that employee is free of active tuberculosis (i.e. TB risk assessment, TB test, chest X-ray, etc.) 

  • Successful background clearance

While performing the duties of this job, the employee is regularly required to read, speak, see, and hear well enough to communicate by telephone, electronically, in person, and in the classroom.  Employee must also regularly be able to write, file, type, and operate a computer, telephone, general office equipment, and classroom equipment. While in the classroom, the employee is also regularly required to extend arm with upper extremities to write on whiteboard which may require neck rotation to look back at the class.  The employee is frequently required to stand and walk throughout the classroom while maneuvering in tight spaces as well as frequently kneel, stoop, or crouch when working with classroom equipment, helping students, etc.  A moderate amount of work is completed on electronic mobile and desktop devices.  The employee will occasionally sit for an extended period of time which is done at a desk with forward bending from the waist, leaning on forearms, and looking down which requires neck flexion.  It is necessary to grasp and manipulate pens, markers, scissors, staplers, etc., occasionally or frequently, depending on the day.  Employee might occasionally move materials and classroom furniture to manipulate the classroom layout and be able to lift and carry up to 25 lbs. The employee is required to deal with irate members of the public and stressful situations. 

  

The employee must have reliable transportation and be able to attend meetings at various Element Education regions.
