SANTA ANA UNIFIED SCHOOL DISTRICT BUDGET CLERK BASIC FUNCTION: Under the direction of an assigned administrator, work to assist divi¬sion directors in the preparation and administration of budgets for programs such as categorical programs or special education; maintain accounts of expendi¬tures, income and unencumbered funds; audit accounts to assure funds are correctly expended and comply with appropriate state and federal legislation and regulations. DISTINGUISHING CHARACTERISTICS: This classification is dedicated to the accounting and budgeting of funds provided through federal and state educational programs. REPRESENTATIVE DUTIES: Assist with the preparation of the program budgets based on criteria of the eligible student population in the school; assist with the review of state and federal allocations for the schools and calculate costs for personnel, equipment and supplies. E Monitor various accounts using computer technology whenever possible to increase the efficiency and effective management of budget informa¬tion; ensure budget projections and actual expenditures are correct; research variances and make corrections in account classifications as required; maintain general and subsidiary ledgers pertaining to funds. E Assist and advise administrators and principals on accounting, allocations, staffing costs, appropriate use of monies, and meeting required timelines; prepare personnel requisitions as required. E Maintain a position control file; verify numbers and level of per¬sonnel to ensure funds cover salaries; communicate with appropriate division staff regarding budget status. E Prepare required federal, state, and division reports on appropria¬tions and expenditures. E Make budget adjustments as state or federal allocations change and notify schools of required changes in a timely manner. E Perform related duties as assigned. KNOWLEDGE AND ABILITIES: KNOWLEDGE OF: City and community. Principles of accounting and proper use of account classifications. Budget techniques and fiscal procedures. Financial recordkeeping procedures. School District organization, operations and objectives. Reading and writing communications skills. ABILITY TO: Communicate effectively. Maintain financial records. Prepare and type detailed financial and statistical reports. Operate modern office machines with speed and accuracy and type at an acceptable rate. Perform the essential functions of the job. EDUCATION AND EXPERIENCE: Any combination equivalent to graduation from high school and two years of additional college-level course work in accounting or budgeting and three years of progressively responsible accounting experience, preferably in a school district. WORKING CONDITIONS: ENVIRONMENT: Office environment. PHYSICAL ABILITIES: Hearing and speaking accurately to exchange information. Seeing to read a variety of materials. Sitting for extended periods of time. Dexterity of hands and fingers to operate a computer keyboard. Lifting or moving objects, normally not exceeding twenty (20) pounds.
