COORDINATOR – CONSTRUCTION & DEVELOPMENT
THE POSITION
Under general administrative direction provides planning, leadership, coordination, and supervision of functions pertaining to project planning, construction and close out of projects. Represents the District in continuous on-site inspection of the District’s construction program to ensure compliance with building program plans and specifications, and to ensure that all applicable codes under which school buildings must be constructed are observed in accordance with the laws and regulations of the State of California.
RESPONSIBLE TO: Director - Facilities, Maintenance & Operations
MAJOR DUTIES AND RESPONSIBILITIES
- Exercises responsibility for the planning of proposed facilities with staff and architects from inception to completion of construction.
- Coordinates with the Maintenance and Operations Department, integrating maintenance needs with the planning of new facilities and any remodeling and reconstruction activities.
- Coordinates with the Maintenance and Operations Department in plans, specifications, and bid documents for remodeling, repair, demolition, improving buildings and sites.
- Coordinates development and evaluation of construction plans.
- Coordinates the activities of architects, contractors and building inspectors during the process of construction. Ensures that Office of State Architect specifications and requirements are being met, and that projects are constructed in accordance with the plans and specifications adopted by the District.
- Ensures all warranty issues identified during the warranty period are repaired/replaced.
- Makes recommendations for architectural services, and maintains contacts with technical consultants and specialists on problems of design and construction.
- Supervises bidding process for construction projects.
- Works closely with architects and coordinates activity between the District and all local, State, and federal agencies which may be involved in the facilities design and construction process, including utility companies, assessment districts, developers, and other involved entities.
- Responsible, with project architects, for the coordination of the construction program and the general administration of the construction contracts.
- Oversees coordination of facilities projects.
- Maintains communication with the Director of Maintenance, Operations and Transportation, on status of all construction projects.
- Facilitates the development of standard specifications and equipment lists for all future schools.
- Responsible for inspector selection: determines that inspectors under supervision adhere to the terms and conditions of the plans and specifications. Reviews daily field logs and progress reports maintained by building inspectors.
- Reviews recommended change orders for deviations from the requirements of contract documents, when submitted by project architect.
- Establishes and maintains close working relationship with local, state, and federal agencies as necessary, and meets all legal and safety requirements in law and administrative code.
- Assists with financial planning of facilities needs, including input on preparation of budget for Facilities Department, long range facilities needs, and remodeling projects. Reviews and certifies progress payment requests submitted by the contractor.
- Understands and remains current in legal matters, legislation, and regulations affecting facilities matters, and takes appropriate action as necessary.
- Works with the District Safety Administrator to design, build, and maintain optimally safe conditions for employees and students.
- Prepares research reports and analytical data to facilitate the best management decisions and efficiency of the department.
- Make presentations to District personnel, Governing Board, and public as appropriate.
- Perform related duties as assigned.
DESIRABLE QUALIFICATIONS
Knowledge of:
- School construction principles and procedures.
- Research methods and procedures.
- Laws, building codes, ordinances, and regulations of state and local authorities related to school facilities planning, and construction.
- Current trends in school building design, financing, and construction.
- Educational specifications for facilities.
- Effective human relations methods.
Ability to:
- Plan, organize, and provide overall direction to the Facilities Development staff.
- Interpret legislation and development policies related to facilities development.
- Interpret laws and develop policies and regulations which relate to areas of responsibility.
- Establish and maintain positive working relationships with architects, contractors, inspectors, and appropriate city, county, state, governmental and other agencies.
- Prepare financial plans and budgets, and estimate construction and repair costs.
- Read and interpret blueprints, plans and specifications.
- Prepare plans and specifications for contract work.
- Prepare written and oral reports.
- Work cooperatively with administration and other staff members, governmental agencies, and the public.
- Present a positive image of the School District to the public.
TRAINING AND EXPERIENCE
- Education and experience equivalent to graduation from a four-year college with a major in business, engineering, architecture, public administration or a related field.
- Two years experience in facilities planning or related responsible work, including construction, capital projects financing, energy management techniques, effective design, construction safety practices, methods and materials of building, construction and project management and contract management.
- Public school experience required.
LICENSE REQUIRED
Appropriate California Driver’s License
WORK YEAR: 12 months
