BASIC FUNCTION

Under the direction of the Assistant Superintendent of Business Services; plan, organize, and administer the District’s accounting, budgeting, fiscal planning, financial reporting, payroll, risk management, and insurance operations and activities; supervise and evaluate the performance of assigned personnel; perform related duties as assigned.



EMPLOYMENT STANDARDS:

MINIMUM QUALIFICATIONS

EDUCATION: 

Bachelor's degree from an accredited college or university with major coursework in accounting, business administration, public administration or a closely related field. Master's degree and/or CPA preferred.


EXPERIENCE: 

Five (5) years of progressively responsible administrative or staff experience involving budget preparation, accounting, and attendance procedures, including two (2) years of experience at a management level in a school district, public agency finance department, or public agency accounting firm.  Financial management experience for an employer with an annual budget of at least $150 million is highly desirable.  Experience in risk management, insurance benefits, and grant writing is preferred.

  • Theories and practices of modern school management applicable to such functions as accounting, payroll, budget, internal auditing, and records retention.

  • Generally accepted professional accounting and auditing principles, practices, procedures and related regulations.

  • Budget control and revenue projection methods including those used in student attendance accounting.

  • Legal contracts and other binding agreements, including insurance coverage.

  • Fiscal and budgeting principles and practices.

WORKING CONDITIONS

ENVIRONMENT:

Employees in this classification work alone, inside, in direct contact with the other District staff, with high work volume and tight deadlines, continually changing priorities and constant interruptions, exposure to minor contagious diseases (colds, flu, etc.), inadequate lighting, poor ventilation, loud noises and odors.


PHYSICAL DEMANDS:

Employees in this classification use fingers repetitively, use twisting or pressure repetitively involving wrists or hands, use both hands simultaneously, have rapid mental/muscular coordination, speak clearly, hear normal voice conversation, use a computer and a telephone, have depth perception, have color vision and be able to distinguish shades, see small details, sit, walk, maintain balance, stand, push, pull, bend repeatedly, reach overhead, climb stairs, and stoop/bend.

SPECIALIZED ESSENTIAL DUTIES (Typically only performed in this classification)

  • Plan, organize and direct the work of the Financial Services Department and other functions of the Business Services Department as assigned, including budget control records, payroll record keeping and preparation, and the proper disbursement of funds and procurement and control of materials, supplies and equipment. 

  • Research, compile and analyze financial data and prepare a variety of financial, statistical and accounting reports including budget reports, Board reports, cash flow projections and interim reports; review financial reports from various District departments; gather data and prepare a variety of special reports as needed. 

  • Function as Business Services Head and CFO in the absence of the Assistant Superintendent-Business Services. 

  • Serve as alternate for Assistant Superintendent-Business Services on committees, JPA Board of Directors and School Business Associations; present oral and written presentations on budgetary matters as required. 

  • Assist and consult with Assistant Superintendent-Business Services in the preparation of the budget and unusual problems involving deviations from policy or precedent. 

  • Direct the District budgeting activities; formulate and recommend budget assumptions; consolidate budget data; submit final budget for approval; monitor budgets, identifying need for budget transfers or changes during the course of the fiscal year. 

  • Prepare reports to County and State, including attendance apportionment and enrollment reports three times annually; submit a copy to the Assistant Superintendent, Business Services. 

  • Conduct studies and make recommendations pertaining to boundary changes and changes in utilization of existing school plants and other District facilities. 

  • Develop and implement attendance procedures and the District’s attendance calendar. 

  • Conduct audits of District and student body funds or accounts; conduct or supervise special financial or statistical research or analytical studies to assist in formulating new policies and planning new or revised programs. 

  • Interact with various county and District departments and personnel regarding such issues as budget balances, fiscal policies and services, employee benefits and a variety of accounting concerns. 


GENERAL ESSENTIAL DUTIES (Also performed in other classifications)

  • Develop, implement and assure compliance with accounting procedures and regulations in accordance with federal, state, county and District rules and requirements; assist with development or alteration of accounting policies and procedures. 

  • Advise the Superintendent and Assistant Superintendent-Business Services as required, in matters related to investments and cash management. 

  • Analyze requirements for a variety of reports; interpret and apply laws, rules, regulations, contracts, union agreements, labor codes and State Education Codes. 

  • Serve as District contact for Secretary-Attendance positions at site level and conduct in-service education for attendance personnel. 

  • Prepare drafts or revisions of existing Board policies and administrative regulations; prepare procedure manual for use in area of assigned responsibility. 

  • Select, supervise, and evaluate the performance of assigned personnel; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions. 

  • Oversee the maintenance of financial and accounting records and files. 

  • Coordinate communication and activities with other District departments and staff, various governmental and private agencies and other school districts as appropriate. 

  • Provide assistance to auditors conducting audits of programs and records. 

  • Provide technical information and assistance related to financial activities and procedures to District managers and other staff and represent department at school and community meetings as needed.

  • Attend and participate in a variety of meetings, workshops, conferences and trainings to maintain current knowledge of emerging trends; make presentations regarding District financial objectives, plans and achievements to groups and committees. 

  • Operate office equipment including a computer, 10-key pad, and assigned software; drive a vehicle to conduct work. 

  • Plan, develop, and recommend policies, regulations, and operational procedures related to the District's risk management program including the areas of workers compensation, health and welfare benefits, property and liability and insurance programs. 

  • Direct the work of the District's workers compensation program, including supervision of claims administration, payment of temporary or permanent disability benefits, rehabilitation, and employee safety programs related to CAL/OSHA requirements. 

  • Draft, review, and recommend budgets related to risk management and insurance coverages. 

  • Direct the preparation of records and reports necessary to develop experience-cost-analysis and safety loss prevention summaries for guidance of management. 

  • Prepare and present reports and information related to risk management, accident prevention, and district loss and claims experience. 

  • Review and analyze district insurance costs, loss, claims experience, accident history, and make recommendations for appropriate risk management programs and cost reduction through such actions as changing carriers, pools modifying bidding procedures, changing specifications, educational programs, safety committee activities, etc.  

  • Participate in the investigation of incidents and coordinate the preparation of material and evidence for use in hearings, litigation, and insurance claim cases. 

  • Provide technical assistance and expertise in evaluating existing and proposed insurance coverage and insurance contract language in such areas as annuities performance, fidelity bonds, workers compensation, property liability, student accident, employee benefits, and unemployment.  

  • Develop and maintain an effective system to identify and catalog district school needs and match those needs with potential grant resources and partnership opportunities.  

  • Facilitate a process that assures that the grant writing efforts of individual schools directly corresponds to the District's focus and objectives.  

  • Write grants on the behalf of the Anaheim Union High School Districts' programs.  

  • Develop and maintain an effective system to identify and cultivate grant resources and distribute this information to appropriate district departments/schools.  

  • Develops grant applications and related documents for the purpose of submitting to the appropriate funding agency.  

  • Perform related duties as assigned.
