Job Purpose: Performs a wide variety of complex, diverse, technical and confidential analytical tasks of the Human Resources Department
Location: Remote, various locations throughout California
Position Overview
Under the direction of Human Resources Manager, independently performs a wide variety of complex, diverse, technical, and confidential analytical tasks in the development, operation and maintenance of the Human Resources management system of Calbright College. Plans, administers and coordinates the operational and directive functions of the Human Resources Department; assists the HR manager with coordination of human resources operations, and other related work.
Coordinate Calbright Employee benefits to include medical, dental, vision, life insurance, ADA, Employee Assistance Program, in addition this position may handle employee leave plans. Incumbent will also be responsible for the implementation, coordinating and management of the Affordable Care Act and AB 1522 and serve as the lead contact.
Essential Job Duties and Responsibilities
The duties below are representative of the role and are not intended to cover all of the duties performed within the scope of work.
• Conduct benefits administrator duties, coordinates and administers open enrollment, and determines eligibility.
• Coordinate daily benefits processing, including enrollments, terminations, and claims, including reporting.
• COBRA administration.
• Leave of Absence administration.
• CalSTRS and CalPERS administration.
• Evaluate and negotiate with all our service providers.
• Liaise with vendors and negotiate and coordinate contracts for new and existing plans.
• Evaluate the efficiency and value of current benefit programs and make recommendations for improvement.
• Handle reimbursement procedures.
• Create, update and maintain employee records, reports, and documentation in accordance with federal, state and provider regulations.
• Collaborate with payroll and ensure that employer contributions and payroll deductions are processed accurately and in a timely manner.
• Advise employees of their benefit options, answer questions, resolve benefit-related issues and respond to queries and requests in a timely manner.
• Take active part in the recruitment efforts of Calbright College.
• Working on HR projects as part of the HR team’s efforts.
• Performs other related duties as assigned that support the objective of the position.
Knowledge, Skills, and Abilities
• Familiarity with Federal, State, and local employment laws. (i.e., FMLA, PDL, ADEA, CFRA, and Title V and IX, etc.).

Minimum Qualifications
A Bachelor’s degree and three (3) years of work experience directly related to Human resources, i.e., employee benefits, onboarding & offboarding, recruitment, payroll, or related fields.
Working Conditions and Travel
• Calbright College is a statewide online college where all instruction and support are done via various online technologies both in person and remotely. Calbright College has administrative offices in Sacramento available for use. When working remotely, employees should be able and willing to use digital communication tools as used by the college, and have the ability to work on a computer for extended periods of time.
• Regular attendance is considered an essential job function; the inability to meet attendance requirements may preclude the employee from retaining employment.

• Requires the ability to function in a remote online instructional environment performing work of primarily a sedentary nature. Requires the ability to use hearing and speech to make presentations to groups and carry on conversations over the phone and in-person. Requires speaking skills to communicate with staff and students in one-on-one and small group settings, on the phone, and to distinguish sound prompts from various types of equipment. Requires near visual acuity to read printed materials and computer screens. Requires sufficient hand/arm/finger dexterity to retrieve work materials, operate a personal computer keyboard, and operate standard office equipment. Requires the ability to lift and/or move up to 25
pounds.
• Work is performed indoors where minimal safety considerations exist.
