Primary Functions: Responsible for the operation of the Human Resources office, including, but not limited to, duties related to the employment and retention of certificated and classified personnel; and to the processing and maintenance of personnel actions, records and reports, and the performance of all required related duties.
PERFORMANCE RESPONSIBILITES:
* Coordinated personnel recruitment, and selection for vacant District positions.
* Assist in orientation of new employees.
* Enroll all new employees in retirement, insurance and other benefit programs.
* Consult with and assist prospective retirees and serve as district contact with current retirees.
* Maintain all data related to credentials, units, majors and minors; provide assistance to teachers in obtaining appropriate credentials
* Maintain district salary schedules; determine proper salary placement for all employees.
* Maintain confidential files and records related to personnel transactions for all employees.
* Implement and maintain employee health and welfare benefit programs.
* Maintain and update seniority lists for certificated and classified personnel.
* Provide timely and accurate information to payroll for all actions affecting employee compensation.
* Prepare and distribute personnel reports essential to budget development.
* Process injury reports, disability claims, worker's compensation claims, unemployment insurance claims, and assist in resolution of problems arising from related actions.
* Assist in administration of all employee related contracts, agreements, policies, and procedures.
* Serve as member of district negotiating teams and other district committees as assigned.
* Develop job descriptions and appropriate classifications for new positions and perform ongoing evaluation and updating of existing job descriptions.
* Assist in arranging Classified Staff Development in compliance with required safety/health training.
* Prepare and distribute personnel related district publications, brochures, employee handbooks, newsletters, etc.
* Gather and analyze data and prepare district, state, local and federal reports related to personnel.
* Attend meetings on matters related to personnel.
* Perform other duties as required.
DESIRABLE QUALIFICATIONS:
Knowledge of current laws regarding personnel; effective recordkeeping systems and procedures; proper English usage; modern office methods and procedures; up-to-date computer systems and application (including intermediate/advanced Excel functions); organization and collection of data.
ABILITIES:
Compile and maintain accurate personnel records and prepare routine reports and correspondence. Learn District policies and procedures related to public school employment and personnel operations. Gather, verify and analyze data. Interpret and apply pertinent policies, rules, laws, regulations and agreements. Effectively communicate in oral and written forms. Handle staff and equipment. Quickly identify potential problem areas and situations and report them to supervisor. Must have the ability to sit, stand, walk lift ofjects weighing approximately 10 lbs. (i.e. paperwork, files). push, pull, drag, and grasp objects.
EXPERIENCE:
Three years of increasingly responsibe office experience, preferably in school or public personnel related work.
EDUCATION:
Graduation from high school, supplemented by training in appropriate areas. Associate or bachelor's degree desirable. May substitute comparable experience for formal training. Any combination of experience and education which would proved required knowledge and abilities would qualify.
