Under the administrative direction of the State Superintendent of Public Instruction (SSPI), and the Chief Deputy Superintendent of Public Instruction, the Deputy Superintendent serves as a member of the the California Department of Education (CDE) Executive Cabinet and participates in the development and approval of departmental and statewide education policies and practices related to assessment, accountability, data management, and compensatory education; works with other Deputy Superintendent positions in the CDE to ensure that common educational program and administrative goals and objectives are identified and executed in a compatible manner; advocates the promulgation of legislation affecting the operation and content of the Department's programs; appears before legislative committees on behalf of the SSPI, the State Board of Education (SBE), and the CDE; represents and provides support to the SSPI at meetings with the SBE, the federal government, loval educational agencies, other state agencies, and the public; and works with deparmental program directors, administrators, and representatives of other agencies on program administration, policies, and budgets.

The Deputy Superintendent is assigned major involvement in and responsibility for developing, recommending, and implementing policies for statewide public education, related to career technical education, State standards, curriculum implementation, professional development, early childhood education, English learner development standards, and science, technology, engineering and mathematics (STEM); providing input for the establishment of policies affecting all California educational programs to ensure consistency across program services; and recommending and/or establishing policies for the interal operations and administration of programs in the CDE.

The CDE is currently recruiting to fill the Deputy Superintendent for the Teaching and Learning Support Branch which includes the English Learner Support Division; Early Learning and Care Division; Educator Excellence and Equity Division; Curriculum Frameworks and Instructional Resources Division; Special Education, Expanded Learning Division, and Career and College Transition Division. This position is responsible for providing leadership and administrative direction to CDE staff and local educational agencies (LEAs) and other education stakeholders in the implementation of standards and strategies for English/language arts, history, visual and performing arts, physical education, teacher support porgrams, support for English learners and migrant students, curriculum and instructional resources, early childhood programs, expanded learning programs, high school initiatives, career technical education, and STEM.

DESIRABLE QUALIFICATIONS:
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will be emphasized in competitively evaluation each candidate's:

  1. Experience at the administrative level developing and providing leadership in develooping student, teacher and curriculum support programs in order to advance the activities of a a divers organization.
  2. Experience at the administrative level formulating and implementing broad-range educational and/or administrative policies and programs.
  3. Experience at the administrative level advocating and negotiating for funding required to maintain or advance state and/or federally funded programs.
  4. Experience at the administrative level in strategic planning, performance measurement, benchmarking, and organizational development.
  5. Experience at the administrative level developing and maintaining cooperative working relationships with, and securing the support of, internal and external groups (i.e., the Legislature, local, state and/or federal government, stakeholders, etc.) that add value to the organization and the effeciency and effectiveness of its programs.
