CLASS TITLE: PAYROLL TECHNICIAN BASIC FUNCTION: Under the direction of the Assistant Superintendent of Business Services, perform a variety of technical payroll accounting duties to assure District employees are paid in an accurate and timely manner; prepare and maintain a variety of automated and manual records and reports related to the payroll function. REPRESENTATIVE DUTIES: ESSENTIAL DUTIES: Perform responsible clerical and technical work related to the preparation of District payroll for certificated and classified personnel; receive and audit District time reports for classified and certificated employees. Process certificated and classified payroll; input time sheet information including deductions and proper coding into an assigned computer system; review information for accuracy and make corrections as necessary; reconcile statements and checks. Review and process time sheets and records; audit final time sheet against the payroll register; calculate and input salary adjustments, coding and overtime pay as needed; prepare pay warrants for mailing; distribute checks including pay roster to appropriate school sites. Input garnishments, tax deductions, benefits and retirement information; establish and maintain automated and manual permanent records regarding District personnel, payroll transactions, benefits, salaries and related information; generate a variety of mandated and requested computerized reports related to District payroll activities. Communicate with District personnel and outside agencies to exchange information related to payroll discrepancies, salaries, deductions, garnishments, earned vacation, sick days, benefits and voluntary deductions; research and resolve payroll issues as appropriate. Prepare and maintain a variety files, records and reports related to personnel, payroll, deductions, garnishments, increases and assigned activities; check records to verify employment for outside agencies; process a variety of forms and applications related to the payroll function. Operate a variety of office equipment including a calculator, copier, fax machine, computer and assigned software. Reconcile, process and disburse payments to insurance companies, investment companies, governmental agencies and others for voluntary employee deductions and garnishments. Process special payroll transactions such as corrections, bonuses and retro-pay as appropriate. OTHER DUTIES: Perform related duties as assigned. KNOWLEDGE AND ABILITIES: KNOWLEDGE OF: Preparation and processing of payroll information. Payroll policies and procedures. Tax withholding, voluntary deductions, garnishments and supplemental insurance. Preparation, maintenance, verification and processing of payroll records and reports. Applicable laws, codes, regulations, policies and procedures. Modern office practices, procedures and equipment. Operation of a computer and assigned software. Oral and written communication skills. Interpersonal skills using tact, patience and courtesy. Mathematical computations. ABILITY TO: Perform responsible clerical and technical work related to the preparation of District payroll for certificated and classified personnel. Prepare and maintain a variety of automated and manual records and reports. Interpret, apply and explain laws, rules and regulations related to payroll activities. Prepare time sheets for payroll process. Monitor, adjust and reconcile payroll data. Learn District organization, operations, policies and objectives. Operate a variety of office equipment including a computer and assigned software. Understand and follow oral and written instructions. Meet schedules and time lines. Work confidentially with discretion. Add, subtract, multiply and divide quickly and accurately. Complete work with many interruptions. Establish and maintain cooperative and effective working relationships with others. Communicate effectively both orally and in writing. EDUCATION AND EXPERIENCE: Any combination equivalent to: graduation from high school supplemented by college-level course work in accounting, finance or related field and three years clerical accounting experience. WORKING CONDITIONS: ENVIRONMENT: Office environment. Constant interruptions. PHYSICAL DEMANDS: Dexterity of hands and fingers to operate a computer keyboard. Hearing and speaking to exchange information in person and on the telephone. Sitting for extended periods of time. Seeing to read a variety of materials.
