Requirements / Qualifications

    In support of the University’s research, creative, and scholarly activities, the Sponsored Programs Office provides post-award financial and compliance oversight for sponsored projects. The Contract and Grant Analyst II/III is responsible for provides post-award management and financial oversight for contracts, grants, center and institute accounts, and fee-for-service activities; representing the Corporation to sponsors in the negotiation of complex contracts for sponsored project funding; interpreting and analyzing federal, state, and sponsor regulations; financial tracking, reconciliation, and reporting on sponsored project accounts to the Corporation, University, CSU Chancellor’s Office, and sponsors; and providing guidance and information to project directors and other sponsored project staff in support of compliant post-award project management.

    The department will evaluate a candidate’s qualifications/experience to determine if the individual would be hired in at a level II or a level III analyst.

    Independent management and oversight of sponsored projects to ensure they are managed in compliance with all relevant Federal, State, CSU System, Campus, and Agency regulations.

    Compose and negotiate complex sponsored contracts, and review sponsor awards documents to implement appropriate post-award management and financial oversight. Represent the Corporation in communications with sponsors regarding project amendments, reporting, and management.

    Interpret and analyze regulations and policies to resolve issues and determine the appropriateness and risk associated with approval of exceptions.

    Provide guidance to faculty to ensure adherence to specific agency requirements in the financial and compliance oversight of the sponsored research projects. Provide post-award administrative management including, but not limited to, grant, contract and sub-agreement negotiation and approval, institutional certifications, account establishment, project re-budgeting, expenditure allowability, regulatory compliance, timely invoicing of sponsors, and financial project reporting. Provide financial compliance oversight of unusually complex projects such as clinical trials, industry agreements, research centers, foreign projects, subcontracts, and consulting arrangements.

    CREDENTIAL REQUIREMENTS
    • Contract and Grant Analyst II:
      • Equivalent to graduation from a four-year college or university.
      • Two years of technical or administrative experience.
      • A graduate degree in a related field may be substituted for one year of the required experience.
      • Additional qualifying experience may be substituted for the required education on a year-for-year basis.

    • Contract and Grant Analyst III:
      • Equivalent to graduation from a four-year college or university.
      • Three years of technical or administrative experience.
      • A graduate degree in a related field may be substituted for one year of the required experience.
      • Additional qualifying experience may be substituted for the required education on a year-for-year basis.
