Under the direction of the Fiscal Services Supervisor, this position will assist on special projects, financial analysis, presentations, data analysis, and compliance reporting. This position will also be taking a lead in the creation and maintenance of annual budgets by producing consolidated reporting and periodic forecast updates.
Duties and Responsibilities

- In accordance with GAAP for non-profit entities, analyze financial model of the District to show budget, actual, and variance analysis, while highlighting risks and opportunities to plan
- Prepare financial statements (income statement, balance sheet, cash flow) and monthly forecast reporting
- Interface with all levels of management to gain understanding of major revenue and cost drivers
- Monitor contracts, awards, and grants to ensure compliance with program regulations and guidelines
- Assist in the preparation of reports for distribution to various County, State and Federal agencies
- Perform routine system analysis and operational reviews in order to ensure that automated record management processes are being conducted in an effective and efficient manner
- Conduct internal audits and evaluate the adequacy of controls designed to manage key business risks
- Review, monitor, and audit District payroll and position control functions
- Perform ROI analysis for capital expenditures, major investments, and special event activities
- Lead special projects across the organization, as well as complex cross-functional initiatives to drive operational improvements
- Provide support to management on strategic planning, budgeting and operations planning, performance monitoring and variance analysis
- Conduct the necessary follow-up activities to finalize all journal and budget entry transactions
- Assist in establishing department policies and procedures
- Perform financial and statistical research studies as required. Interpret data, emphasizing historical results, budgets, forecasts, trends, and make recommendations to support crucial business decisions
- Support the overall financial activities of the District, including the development and maintenance of a comprehensive position control system, assisting with payroll operations, and general ledger activities
- Review requisitions, purchase orders, and payroll expenditures for accuracy
- Provide expertise and contribute to the implementation of District-wide financial processes and systems
- Optimize existing processes based upon business needs, performance, and strategic objectives
QUALIFICATIONS
Knowledge of:
- Strong computer skills with appropriate financial systems and analytic tools such as Excel, Access, PeopleSoft, and/or other related financial software applications
- In-depth knowledge of general ledger accounting, budgetary concepts, and essential financial principles
- Highly proficient in Excel with an ability to write complex formulas and develop macros
- Background in budgeting and forecasting processes, as well as month end close activities
Ability to:
- Perform written and oral communication skills with the ability to convey complex information to all levels of the organization
- Work well in a dynamic environment, recommend and implement process improvements, work independently, and handle multiple tasks simultaneously
- Strong attention to accuracy while completing assignments in a fast paced, deadline driven environment
- Analyze numbers and take appropriate action and/or recommend policy changes
- Maintain confidentiality by demonstrating integrity and high standards of professional conduct

The East Whittier City School District provides educational opportunities (transitional kindergarten through eighth grade, including special education) for approximately 9,000 children. The District employs approximately 1,075 teachers, administrators and support staff. We have 13 schools which operate on a traditional school year schedule.
