TITLE: Director of Student Services REPORTS TO: Superintendent

BASIC FUNCTION:
Plan, organize, control and direct the Special Education program for the District; serve as the Chief Administrator for the SELPA.
REPRESENTATIVE DUTIES:
Accountable for improving student achievement and providing quality services for special education students.
Provide technical expertise regarding assigned functions; formulate and develop policies and procedures; develop and evaluate programs for Special Education students and students with 504 plans.
Facilitate IEP meetings; review IEP files; and attend IEP meetings when necessary.
Develop and implement long and short-term plans and activities; provide leadership to the goal-setting process for the implementation and development of Response to Intervention pyramids (academic & behavioral) at each site.
Direct the preparation and maintenance of a variety of narrative and statistical reports, records and files; provide for appropriate research and compile reports for State and federal agencies.
Represent the District in special education legal proceedings; investigate complaints and report findings and recommendations as appropriate.
Provide for summer school programs for special education students; hire staff, arrange locations and transportation services and perform related activities to operate the program.
Perform student services activities involving special education students in areas of attendance, transfers, suspension and expulsion procedures and other related areas.
Communicate with other administrators, District personnel and program personnel to coordinate activities and programs, resolve issues and conflicts and exchange information; assure proper implementation and communication of program activities with the instructional area personnel.
Supervise and evaluate the performance of assigned teaching and classified staff; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; plan, coordinate and arrange for appropriate training of subordinates.
Assure compliance with various laws and regulations applicable to Special Education and 504 plans.
Develop and prepare the annual budget for Special Education; analyze and review budgetary and financial data; monitor and authorize expenditures in accordance with established guidelines.
Attend a variety of management meetings representing the Special Education program and serving as the district representative at SELPA meetings.

EDUCATION AND EXPERIENCE:
Any combination equivalent to: Bachelor’s degree in education, special education or related field, or five years increasingly responsible management experience involving teaching and counseling special education students.
LICENSES AND OTHER REQUIREMENTS:
Valid California’s driver’s license; administrative credential; or pupil personnel services credential or in program working towards appropriate credential.

Oral and written communication skills
Principals and practices of management
Applicable laws, codes, regulations, policies and procedures

Communicate effectively both orally and in writing
Interpret, apply and explain rules, regulations, policies and procedures
Analyze situations accurately and adopt an effective course of action
Meet schedules and time lines
Work independently with little direction
Plan and organize work of self and staff
Prepare comprehensive narrative and statistical reports

Remain current on trends and development in the Special Education field
WORKING CONDITIONS:

Office environment; driving a vehicle to conduct work.
PHYSICAL ABILITIES:
Seeing and hearing to conduct work; speaking to exchange information.
HAZARDS:
Contact with dissatisfied or abusive students, parents and staff.
