 DESCRIPTION:

Under the general direction of the Superintendent and within budget policies established by the Governing Board of Education, the Chief Financial Officer is responsible for providing executive management of all District business services processes and the personnel responsible for implementing such processes including but not limited to budget preparation, budget control, maintenance operations, food services, transportation and contracts.

 RESPONSIBILITIES:

  • Determines all revenue available from local, State and Federal sources for operation of the school district.
  • Plans and directs the development of the annual budget.
  • Controls the establishment and maintenance of all methods and procedures of the Business Office. Develops and maintains a chart of accounts as related to budget control and expenditures. Is responsible for maintaining accounting procedures as required by County, State and Federal governments.
  • Provides oversight to insurance needs, lease agreements, payroll, employee benefits, sick leave, vacation records, voluntary employee deductions, and worker’s compensation.
  • Directs the preparation of detailed periodic statements of revenues and disbursements and account balances and such other related reports that may be necessary to show the financial condition of the district.
  • Assists managers, school principals, and school staff budget committees in the development of individual school budgets, control of expenditures, and other financial activities.
  • Works with certificated and classified staff in the selection, purchase, warehousing and distribution of educational and maintenance supplies and equipment.
  • Directs the supervision of the maintenance, care and upkeep of buildings and grounds. Plans and coordinates studies for long range maintenance needs.
  • Administers pupil attendance reporting and accounting systems and supervises the preparation of related reports.
  • Directs the supervision of the District's Food Service Program.
  • Oversees school facilities and their use by community groups.
  • Supervises and coordinates the transportation of students through the District's busing program.
  • Attends meetings of the Governing Board of Trustees, interprets the Business Services program to the Board, staff and community and carries out special assignments as directed.

 REQUIREMENTS:

  • Five (5) years of increasingly responsible comparable and related financial and business administration experience;
  • A valid California Driver’s License and maintains possession of such license during the course of employment; have an acceptable driving record.

 KNOWLEDGE:

District policies and procedures as they apply. Procedures and terminology of school district finance. Requirements of the Education Code and accounting manual regarding budget and finance. Practices and procedures relating to State financial reporting. State school construction programs. Methods and practices of office management involving data processing and other computer equipment. Office practice procedures particularly financial record keeping. Bookkeeping and financial record keeping principals and procedures. Operation of office machines used in a modern office environment. Formats and procedures for entering and retrieving various types of data. Record keeping techniques. Correct English usage, grammar, spelling, punctuation and vocabulary. Oral and written communication skills. Report formats and deadlines. Interpersonal skills using tact, patience and courtesy. Applicable sections of the State Education Code and other applicable laws.

 EDUCATION:

  • Bachelor's Degree or equivalent in a business-related field;
  • Masters Degree from an accredited institution desired.
