POSITION DESCRIPTION:
The position of Principal, Elementary School is responsible for the administration of all instructional and management functions of the elementary school, while carrying out the day-to-day operations and educational programs in accordance with federal and state regulations, and for supervising all facets of the elementary educational program directed toward the optimal educational development of each individual student.

PERFORMANCE RESPONSIBILITIES (ESSENTIAL FUNCTIONS):
•Organize, supervise, implement and evaluate all educational programs at the school site in accordance with District-wide goals and instructional priorities.
•Provide instructional leadership by identifying school needs and determining goals and objectives for program improvements.
•Provide a safe and orderly environment for staff and students and establish and maintain an effective learning climate in the school.
•Supervise the implementation of assessment tools that determine students’ needs, guide instruction and demonstrate progress toward improving student achievement.
•Direct the planning, implementation and evaluation of professional development of all staff at the school.
•Supervise and evaluate the performance of all school site personnel in accordance with the District’s adopted evaluation policies and provide assistance for improving below-standard performances as needed.
•Identify resources necessary for the implementation of an effective educational program.
•Establish strong positive relationships with students, staff, parents and the community for the support of an effective instructional program.
•Provide a vision for the improvement of the school, and plan ways to move the school towards the goal.
•Direct the planning, implementation and evaluation of fiscal management and all functions which facilitate the instructional program and health and safety of staff and students of the school plant.
•Supervise the operation and maintenance of the school’s buildings and grounds.
•Serve on various District committees for improvement of curriculum, instruction and other issues.
•Supervise assigned auxiliary services including safety programs, testing programs, textbooks and equipment.
•Develop a master plan of class organization, utilization of classrooms and school operation.
•Supervise the attendance program and procedures.
•Establish a program of community relations to support and communicate the education goals to parents, PTA, community organizations and the public.
•Confer with students, parents and teachers to resolve individual student academic and behavioral issues or concerns.
•Restructure the school each year including reassignment of staff based on program needs and balancing and reconfiguring classes.
•Analyze student performance data.
•Oversee the implementation of the collective bargaining agreements for certificated and classified employees as they relate to personnel supervised.
•Perform other duties as assigned.

QUALIFICATIONS:
Credentials and Experience:
•Possession of a California Administrative Services Credential
•Master’s Degree
•Minimum of three years’ successful teaching experience
•Site administration experience preferred
•EL Authorization (BCLAD: Spanish) strongly desired

License Required:
•Possession of a valid and appropriate California Driver’s License. Insurability by District Liability Insurance Carrier may be required. May be required to provide own transportation to sites during workday.

Knowledge of:
•Curriculum development, instructional program delivery strategies and program supervision.
•Assessment and evaluation techniques utilized to appraise program quality and personnel performance.
•Human relations strategies, conflict resolution strategies and team building techniques.
•District, State, and Federal policies, procedures, rules and regulations.
•Current research related to instruction and learning.

•Direct, lead and coordinate the many components of school operations.

Incorporated within one or more of the previously mentioned performance responsibilities, which are essential functions of this job description, are the following essential physical requirements:
•Ability to work at a desk, conference table or in meetings of various configurations.
•Ability to circulate for extended periods of time.
•Ability to see for purposes of reading laws and codes, rules and policies and other printed matter and observing students.
•Ability to understand speech at normal levels.
•Ability to communicate so others will be able to clearly understand normal conversation.
