Sutter County Superintendent of Schools JOB TITLE: Program Director, Career Training & Education Center DESCRIPTION OF BASIC FUNCTION AND RESPONSIBILITIES: Under general direction, administers operations of facilities, Adult Education, ROP classes, Workforce Investment Act programs, and WorkAbility I and II. Provides supervision, leadership and coordination between programs, while supporting relationships with partner agencies and programs. DIRECTLY RESPONSIBLE TO: Assistant Superintendent, Career Training and Education Center SUPERVISION OVER: Clerical, technical, and professional personnel as assigned. IMPORTANT AND ESSENTIAL DUTIES: (Any one position may not include all of the listed duties, nor do all of the listed examples include all tasks which may be found in positions with this classification). Coordinates, plans, organizes, directs, evaluates, and provides leadership for the assigned areas of the Career Training and Education Center (CTEC) programs, services, and staff. Develops and monitors budgets in all programs to ensure sound fiscal planning and practices. Establishes and maintains procedures and policies for programs and staff. Evaluates personnel per procedures of Sutter County Superintendent of Schools Office. Monitors program performance in concert with performance guidelines and contractual commitments. Promotes CTEC within the community. Maintains a working relationship with public service providers, such as the Department of Welfare, Department of Rehabilitation, and the Workforce Investment Board, and acts as a liaison with community partners and agencies. Secures, implements, and maintains contracts from other service agencies to provide job training instruction and other related services for students and adults resulting in direct entry into employment. Works with industry and business in assessing employment needs of the county employers. Coordinates CTEC youth services with all Sutter County secondary school programs. Keeps informed of current and proposed legislation, both State and Federal, affecting programs at CTEC. Pursues all areas of appropriate funds such as Federal and State grants to support the activities of CTEC. Identifies and provides in-service opportunities that will meet the needs of both certificated and classified staff that best assures the highest quality of program services. Serves as employment and training resource to district personnel on career education. Plans and promotes One Stop Business Center operations. Provides and maintains up-to-date and appropriate technology in all programs. Represents CTEC and participates in local, regional and State planning activities, meetings, and conferences as required and appropriate. Serves on the Sutter County Superintendent of Schools leadership team. Performs related duties as assigned. MINIMUM QUALIFICATIONS: Education, Training and Experience Possession of a valid California Administrative Services credential. Possession of a master’s degree is preferred with major education course work in the areas of K-14. Successful experience as a vocational education teacher or other related certificated assignment. Successful experience as an educational administrator preferably related to Vocational Education/ROP/Adult Education/Workforce Development. Knowledge, Skills, and Abilities Knowledge of State and Federal laws, rules and regulations which govern Adult Education, Regional Occupational Programs, Workforce Investment Act, WorkAbility I & II and Welfare to Work; knowledge, skills and ability to effectively select, supervise, evaluate and direct personnel; knowledge of effective methods for curriculum development and staff development; ability to research, plan, develop, operate and evaluate effective educational and workforce programs; knowledge of basic research design; knowledge and ability to develop and control an extensive budget with multiple funding sources; ability to see how separate programs compliment common outcomes and interface between those programs; ability to effectively share the programs vision with staff and community; ability to communicate and coordinate with individuals and groups; knowledge and skills to effectively organize; excellent oral and written communication skills.
