THE MERIT SYSTEM AND THE PERSONNEL COMMISSION The San Mateo County Office of Education has utilized the Merit System since 1966 to ensure that classified employees are selected, promoted and retained without favoritism or prejudice. The Personnel Commission oversees a Civil Service (Merit) System of personnel management for San Mateo County Office of Education employees. The Merit System is a method of personnel management which is designed to promote the efficiency and economy of the workforce and the good of the public by providing for the selection and retention of employees, promotional opportunities, in-service training, and other related matters on the basis of merit, fitness, and the principle of “like pay for like work."

Job Summary

Under the direction of the Superintendent and the Deputy Superintendent of Business Services, provide construction project management services to Local Education Agencies (LEAs) within San Mateo County; provide leadership and support to school communities to integrate environmental sustainability and climate-ready efforts across their campus facilities and operations. ESSENTIAL DUTIES: Provide construction project management services to LEA’s within San Mateo County as needed and requested; direct facility construction, reconstruction, alteration, renovation and other capital outlay projects centered on upgrading facilities to employ clean, modern and sustainable technology, materials and designs for LEAs; review plans, inspect construction projects, and provide recommendations related to sustainable building design, construction, design modifications and contract administration to ensure compliance with project requirements, and state and federal building codes, regulations, guidelines and procedures. Provide leadership, guidance and advice to LEAs in the construction bidding process; provide guidance and advice on bidding processes, requirements and project delivery models; assist LEAs with procuring the services of contractors and vendors that employ modern and green energy and facility remodels. Provide leadership and assistance to LEAs in developing and updating local Facilities Master Plans in accordance with sustainability and environmentally focused goals and standards; assist in developing and implementing Facilities and Operations programs, services, standards, goals, objectives and plans centered on sustainability; collaborate with cross-departmental teams to identify and implement best practices for sustainability at district. MINIMUM QUALIFICATIONS: Any combination of education and experience providing the job knowledge, skills, and ability for successful job performance will be considered for positions in this classification. Typical qualifications would be equivalent to: EDUCATION: A bachelor's degree in engineering, architecture, sustainable architecture and design or related discipline and/or; EXPERIENCE: Five years of progressively responsible experience in facility management and the construction industry as lead construction project manager or similar and experience as an architecture in sustainable design. WORKING CONDITIONS/ENVIRONMENT: ENVIRONMENT: Indoor, outdoor, office and shop environment Driving a vehicle to conduct work Noise from equipment operation HAZARDS: Working around and with machinery having moving parts Exposure to potential hazards of inspecting construction sites Potential exposure to hazardous substances and materials Walking on uneven surfaces Exposure to inclement weather PHYSICAL DEMANDS OF THE JOB: Hearing and speaking to make presentations and exchange information Dexterity of hands and fingers to manipulate a computer keyboard and other office equipment Seeing to read a variety of materials Sit and stand for extended periods of time Bending, stooping, kneeling and reaching to perform assigned duties Pushing and pulling to access documents and materials in file drawers and cabinets Reasonable accommodations will be made for individuals on a case by case basis EXAMINATION PROCESS: The examination process for this classification may consist of: 1. Supplemental Review (Tentative Date: September 11, 2023).; and 2. An oral board examination conducted virtually via Zoom (Tentative Date: September 15, 2023).

BENEFITS: Total Compensation Package: Placement on salary schedule. If a medical plan is selected, the employee will receive a contribution of $1,225.00/month toward the selected medical plan (through CalPERS), Delta Dental, and Life Insurance. The employee pays the balance of their health premiums from their gross earnings on a pre-tax basis. If a medical plan is not selected, employees will receive a contribution of $300.00/month toward single coverage for Delta Dental, and Life Insurance. A vision plan (VSP) is also available. Employees pay the worker contribution to the Public Employees Retirement System (PERS). OTHER FRINGE BENEFITS: Accrue 102 hours of sick leave 15 paid holidays 15 paid vacation days CALPERS Employer Contribution Work remotely one (1) day every week (applicable after initial 6 months pending supervisor approval) Flexible work schedule depending on position Commuter Benefit *Floating Holiday, Personal Leave, Executive Leave, and Personal Business vary depending on the position, collective bargaining agreement, and/or other regulations.
