<p><span style="font-weight:900">GENERAL INFORMATION:</span> The Director is under the supervision of the Napa SELPA Executive Board, which includes the Superintendents of all school districts in Napa County and the Napa County Superintendent of Schools. The Director is responsible for managing the consolidated activities of the SELPA local plan, developed in compliance with state and federal law, and to carry out related assignments as required. The Director is an employee of the NCOE administrative agency of the SELPA. The SELPA Director is subject to NCOE’S policies and procedures for day-to-day operations, but receives direction from, and is responsible to, the SELPA Executive Board. The SELPA Director shall implement the Local Plan including the following regionalized services and operations: coordination of the SELPA and the administration of the Local Plan; provision of a coordinated system of identification and assessment; coordinated system of procedural safeguards; establishment of a coordinated system of staff development and parent education; coordination of SELPA data collection and management; coordination of Interagency Agreements; ensure all federal and state education funds are distributed in accordance with the SELPA Allocation Plan and state and federal requirements; and provides liaison and coordination between community agencies, regional organizations, state organization and the State Department of Education.

QUALIFICATIONS: •Possession of a valid California Administrative Credential authorizing service in grades K-12. •Knowledge of California State Department of Education codes, laws, and directions related to special education services. •Knowledge of state and federal laws and regulations pertaining to special education programs. Knowledge of accepted special education practices and procedures. •Knowledge of special education funding provisions. •Knowledge of methods, materials, equipment, and techniques for use with special day classes, speech and language, adaptive physical education, visual and hearing impaired, health and medical services, psychological services, counseling, case management and referral services, consultation and crisis intervention, licensed children’s centers for students birth through 21 years of age. •Ability to provide individual consultation with staff and parents regarding special education and personal issues. •Experience of at least five years providing direct special education services. Comprehensive, directly related administrative and supervisory experience. SELPA administrative experience preferred. •Bilingual, bicultural status would be desirable but not required.
