General PurposeUnder general direction, plans, directs and integrates the District-wide procurement and contract management process including goods, services, construction and real estate; directs contracting of revenue- generating leases and operations such as food service, etc.; provides expert professional assistance and guidance to college management on procurement policies and procedures; and performs related duties as assigned.
Essential Duties & ResponsibilitiesThe duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
• Plans, organizes, directs, controls, integrates and evaluates the work of the Purchasing department; with staff, develops, implements and monitors work plans to achieve goals and objectives; contributes to development of and monitors performance against the annual department budget; manages and directs development, implementation and evaluation of plans, work processes, systems and procedures to achieve annual goals, objectives and work standards.• Directs and manages the performance of staff; directs and oversees the selection of staff; establishes performance requirements and personal development targets for direct reports; regularly monitors performance and provides coaching for performance improvement and development; recommends compensation; hears and acts on grievances; subject to concurrence by senior management and Human Resources, approves or takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with Personnel Commission Rules, Board policies, Administrative Regulations, Human Resources procedures and collective bargaining agreements.• Provides day-to-day leadership and works with staff to ensure a high-performance, service-oriented work environment that supports achievement of the department's and District's mission, objectives and values; promotes workplace diversity, inclusion, cultural competency and a positive work environment.• Manages, directs and makes determinations on the application of purchasing and contracting policies, state and federal laws and regulations to procurement and contracting situations; develops and recommends new and revised contracting policies and procedures in order to reduce District risk; provides internal consulting on a variety of complex contracting and related financing and insurance issues; works with and assists outside legal counsel in reviewing large contracts and partnerships.• Manages, directs and participates in the District's formal and informal purchasing and contracting operations; develops or directs the development of both standard and non-standard contracts and legal agreements, formal and informal Requests for Qualifications/Proposals (RFQs/RFPs) for professional services, inter-college agreements, joint financing agreements, cooperation agreements, asset sales, leases and purchases, and other specialized services and arrangements.• Prepares, assembles and issues Requests for Proposals, Requests for Quotations and other contractor solicitations; attends pre-bid briefings; reviews and advises department managers on complex scope-of-work documents to ensure clarity of work and contracting requirements; serves as point of contact between department staff and contractors to provide information and resolve contract-related issues; within limits of authority, negotiates and approves changes to scope of work within overall limits of contract budgets and District policies, procedures and applicable legal requirements.• Prepares and reviews comprehensive documents, including contracts, contract amendments, real estate lease agreements, equipment leases and other documents required to implement and monitor contractor activities; coordinates contracting activities with District departments and staff, general counsel and contractors/vendors; validates final contract documents for completeness and all necessary approvals; approves and signs contracts and agreements within designated authority or oversees approval and signature processes.• Administers the most complex contracts for construction projects, administrative/consulting services, external and auxiliary services, equipment leases and purchases and a variety of other purposes; tracks contract amendments and scope of work change orders; monitors progress and performance against contract requirements and provides reports to department and project managers.• Interprets, applies and ensures compliance with applicable laws, codes and regulations; remains current on applicable legislative decisions and developments.• Makes presentations to the Board of Trustees and to other board-level groups.• Leads and serves on committees and represents the District at local, regional, state and national conferences, meetings, workshops and training seminars.• Participates in shared governance processes and initiatives.• Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the District.

EDUCATION AND EXPERIENCEGraduation from an accredited college or university with a major in finance, business administration or a closely related field, and seven years of increasingly responsible experience in professional public agency procurement and contract administration, at least two of which were at a management or supervisory level and included significant experience with construction contracting; or an equivalent combination of training and experience. Purchasing experience in a college is preferred.
LICENSES, CERTIFICATES AND OTHER REQUIREMENTSA valid California driver's license and the ability to maintain insurability under the District's vehicle insurance program.
Certified Public Procurement Officer (CPPO), Certified Professional Purchasing Manager (CPPM) or comparable certification is preferred.

APPLICATION REVIEW AND ASSESSMENTSThe application review process includes an evaluation of training and experience based on given application information and answers to supplemental questionnaire. Only the most qualified applicants, who pass the minimum qualifications review, will be invited to the assessment process.
The assessment process will include an oral interview assessment (65%) followed by a written prompt assessment (35% weight). Passing score is 75% out of 100% on each assessment section.

Using the same process, a separate Promotional List will be established and both Lists will be used concurrently. The current vacancy is at the District Office.
