About the Employer

We are a unified school district serving more than 16,150 students in grades K -12. We have thirteen elementary schools, four middle schools, two comprehensive high schools, three specialized high schools, two alternative high schools and one K-8 school. We also offer a home schooling program, adult education courses and other unique programs to fit the needs of all students. Our school district employs approximately 1,100 certificated and nearly 900 classified employees. Antioch Unified School District is centrally located in the East Bay and provides ready access to scenic mountains, waterfronts, wine country, historical sites and the Pacific Ocean. Antioch is known as the “Gateway to the Delta” and is one of California’s oldest cities, with a diverse community of approximately 100,000. BASIC FUNCTION:

 

Under the direction of the Personnel Commission, plan, organize, control and direct Merit System and related human resources operations and activities including the recruitment, screening, examination, selection, processing, classification and compensation of classified employees for the District; coordinate and provide administrative support and consultation related to labor relations, collective bargaining, evaluations, contract administration, employee discipline, appeals and various other human resources functions; supervise and evaluate the performance of assigned personnel.

 

REPRESENTATIVE DUTIES:

 

ESSENTIAL DUTIES:

Plan, organize, control and direct Merit System and related human resources operations and activities including the recruitment, screening, examination, selection, processing, evaluation, classification and compensation of classified employees for the District; interpret, apply and assure District classified personnel activities comply with Personnel Commission and applicable State and federal standards, requirements, laws, codes, rules, regulations, policies and procedures.

 

Attend administrative meetings and provide input, advice and direction regarding classified personnel functions including strategic planning, staffing needs, bargaining agreement implications and interpretation, employee discipline, evaluations, training and various other issues; serve as the executive secretary to the Personnel Commission as directed; perform administrative coordination functions.

 

Provide consultation to administrators, staff, applicants and others concerning classified human resources operations, standards, requirements, practices and procedures; respond to inquiries, resolve issues and conflicts and provide technical information concerning the Merit System, labor relations, recruitment, tests, evaluations, contracts, discipline, evaluations, training, bargaining agreements, performance improvement, appeals and related guidelines, laws, codes, regulations and policies.

 

Supervise and evaluate the performance of assigned personnel; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; coordinate staff work assignments and review work to assure compliance with established standards, requirements and procedures; direct work of staff in regards to application and improvement of personnel processes and procedures, internal and external working relationships, strategic planning and goal setting.

 

Coordinate and keep administrators current concerning classified personnel transactions; monitor, evaluate and determine staffing needs for classified personnel; provide strategic planning; coordinate recruitment and related advertising activities for classified job vacancies; direct the screening of employee applications to assure candidates meet minimum qualifications; direct the preparation, distribution and advertising placement of announcements for job openings.

 

Provide technical information, recommendations and assistance to the Superintendent, Personnel Commission, Board members and other administrators regarding classified staff transactions, recruitment, classification, compensation, testing, selection, placement and related personnel activities, needs and issues; develop and recommend new and revised policies, procedures, rules, regulations and programs related to classified personnel functions.

 

Plan, organize, control and direct the interviewing, selection and placement of personnel; coordinate and direct the scheduling, preparation and administration of examinations; oversee the conducting of interviews to determine eligibility of candidates; direct and participate in the analysis and accepting or rejecting of job applicants; coordinate and direct the distribution, collection and processing of employment applications; oversee the maintenance of eligibility and seniority lists.

 

Coordinate classification, reclassification, compensation and various other studies; oversee and participate in researching, compiling, comparing and analyzing related information and data; prepare and analyze related reports; perform job analysis and prepare job specifications for new and revised classifications; advise staff concerning job specifications, analysis and classification; establish and eliminate positions as appropriate; direct activities to assure proper salary placement of staff.

 

Research and maintain current knowledge of laws, codes, regulations and pending legislature related to classified human resources functions; modify programs, functions and procedures to assure compliance with Personnel Commission, State and federal requirements as appropriate.

 

Coordinate and direct communications, information and personnel to meet classified District human resources needs and assure smooth and efficient activities; direct the development and implementation of programs, projects, services, plans, strategies, systems, goals and objectives related to classified human resources functions.

 

Attend labor relations and related negotiations for classified personnel; provide technical assistance in collective bargaining activities; investigate and assist with resolving contract issues; maintain confidentiality of sensitive and privileged information; compile, assemble and analyze information for negotiations; meet and confer with District and union representatives concerning collective bargaining, new positions, layoffs and other personnel matters.

 

Direct and participate in the preparation and maintenance of a variety of personnel records, files and reports related to classified employment, applications, testing, evaluations, discipline, leave, budgets, training, staffing, plans and assigned activities; prepare Board, Personnel Commission and various other administrative reports.

 

Develop and prepare the annual preliminary budget for the Personnel Commission and related classified human resources functions; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations.

 

Make periodic visits to schools and other District sites to interact with personnel, communicate District matters and observe functions.

 

Communicate with administrators, personnel, outside agencies and the public to exchange information, coordinate activities and resolve issues or concerns.

 

Operate a variety of office equipment including a copier, fax machine, typewriter, computer and assigned software; drive a vehicle to conduct work.

 

Prepare, develop and recommend policies, procedures, rules and regulations to the Board or Personnel Commission as appropriate.

 

Attend, conduct and participate in meetings, conferences, seminars, in-services and various other events; direct the preparation and dissemination of agenda items and meeting minutes; develop, implement and conduct various training programs and activities as directed; prepare and deliver oral presentations.
