DEFINITION

Under the direction of an assigned supervisor, performs a variety of specialized and complex technical clerical duties in the classified unit of the Human Resources office in support of recruitment, screening applicants, examination, selection, placement, maintenance of applicant and testing records, as well as the processing and orientation of classified substitute employees. A high level of accuracy of work is required.

DISTINGUISHING CHARACTERISTICS

Human Resources Technician performs a variety of responsible clerical support duties involved in the areas of recruitment and examination as well as processing and maintenance of personnel transactions, records, files and reports. The work of this class requires the exercise of independent judgment in the interpretation and application of rules, procedures, policies, and precedents. Work of higher complexity is reviewed and approved by the supervisor.

Senior Human Resources Analyst performs professional-level technical personnel work in a variety of program areas including recruitment and selection, classification and salary; and rules and regulations related to personnel matters. Supervises and provides direction for the testing unit of the Classified Human Resources office.

Human Resources Analyst initially performs entry-level technical personnel work. The incumbent of a position is expected to perform increasingly complex duties with increasing initiative and independence of action and is also expected to take formal classwork at the post-secondary level, if appropriate. A successful incumbent is expected to perform at the full professional level within four years.

SUPERVISION RECEIVED AND EXERCISED

Direct supervision is provided by Senior Human Resources Analyst. General supervision is provided by higher-level Human Resources administrator.

Assignments may require exercising technical direction over clerical positions.

EXAMPLES OF DUTIES

In accordance to established procedures, policies, rules and regulations, assists in a variety of responsible and complex clerical functions in recruitment, examination, classification and compensation studies, job analysis, and employee development and training.

Checks a variety of forms related to employment, compensation and other personnel matters for completeness, consistency, and accuracy. Screens applications to determine whether minimum requirements for employment are met.

Communicates with the public, other agencies, employees and administrators regarding policies, procedures, work standards, requirements of classifications, surveys and other related inquiries.

Assists with researching information in a variety of projects.

Prepares job bulletins and maintains information and bulletin boards as assigned.

Assists in the preparations for written, performance and interview tests, including relevant paperwork, phone calls, correspondence, arrangements for use of facilities, supplies, recruiting interview panel raters and subject matter experts. Assists in proctoring written and performance tests.

Responds to questions from applicants regarding the testing process and technical aspects of district employment requirements.

Operates a computer, assigned software, and other modern office equipment.

Assists in completing documents and data entry of various test scores during the recruitment and examination process; generates correspondence and assists in notifying applicants of their status and test scores.

Performs a wide variety of clerical duties necessary to establish, maintain and process personnel/payroll records and documents.

Maintains security of sensitive personnel matters and confidential information; handles files and records with discretion.

Assists in resolving personnel related issues and concerns with discretion and confidentiality. Refers more complex and sensitive matters or complaints to the supervisor.

Receives and documents messages and correspondence regarding a variety of matters including inquiries from the public, other agencies, employees and administrators.

May provide assistance in the preparation of agendas, minutes, and related materials for the Personnel Commission.

May need to drive own vehicle to various sites within and outside the district to conduct work, participate in workshops, training programs, interview panels, and meetings.

Assists with compliance of all state and federal programs.

Performs other related duties as assigned.

CLASS QUALIFICATIONS

Knowledge of:

Collective bargaining agreements, Personnel Commission Rules and Regulations, applicable sections of the California Education Code, and basic concepts and practices of merit systems of personnel administration.

Practices and procedures related to classified personnel.

Operations, policies and objectives relating to personnel activities.

Research techniques and sources of information regarding personnel administration and other pertinent data.

Basic principles, techniques and processes of recruitment, employment testing and selection.

Math sufficient to add, subtract, multiply, and divide whole numbers and fractions quickly and accurately.

Modern office practices, supplies, and equipment.

Appropriate laws, contracts, rules and regulations.

Record-keeping techniques.

Correct English usage, spelling, grammar, and punctuation.

Proper telephone techniques and etiquette.

Interpersonal skills using tact, patience and courtesy.

Ability to:

Perform a variety of complex clerical tasks involving independent judgment with accuracy and speed.

Read, understand, learn and apply State Education Code, Board Policies, Merit System Rules, and contract requirements relating to office operations and administration.

Perceive established goals and objectives of the department and work to insure their fulfillment.

Input data accurately at a speed not less than 40 net words per minute on a computer keyboard.

Establish and maintain cooperative working relationships with district employees and the general public.

Communicate tactfully and effectively in person and on the telephone with administrators, faculty, classified and certificated staff, and employment candidates including dissatisfied or abusive individuals.

Maintain sensitivity to, and be respectful of, cultural diversity with tolerance and appreciation of differences.

Write effectively in order to assist in editing and proofreading technical material. Create, screen, process and distribute correspondence and other documents in a variety of formats to the public, applicants and employees.

Read and understand complex regulations, laws, legislation, e.g., EEOC guidelines on employee selection.

Proficiently operate a computer and other office equipment as assigned.

Learn and operate a computerized applicant tracking system such as NEOGOV and various records systems.

Assist in job analysis, classification and compensation surveys and studies.

Adopt varying office procedures in response to changing organizational needs.

Work confidentially and with discretion.

Work independently and with minimum or no supervision.

Organize and set priorities and exercise sound independent judgment within areas of assigned responsibility.

Analyze situations accurately and adopt an effective course of action.

Work in a fast-paced environment and meet deadlines; work some overtime as testing requires.

Minimum Requirements:

Education:

Graduation from high school or equivalent GED, supplemented by college-level course work in human resources, business administration, statistics or related field.

Experience:

Two years of recent, responsible clerical or secretarial experience, preferably in a public agency human resources office.

Any other combination of education, training and/or experience, which demonstrates that the applicant is likely to possess the required skills, knowledge, and abilities, may be considered.

License or Certificate:

A valid state of California Class C driver's license and use of a personal vehicle to visit work sites and attend meetings. Be insured at standard vehicle liability and property damage insurance rates, and maintain insurability.

Desirable Qualifications:

Experience with computerized human resources data base programs and applicant tracking systems is highly desirable.

Experience in processing or reviewing of documents for compliance with complex policies or procedures and contact with the public in explaining them, in a human resources setting or similar environment.

WORKING CONDITIONS:

Physical Demands:

Employees in this classification must be physically and mentally able to perform the essential duties of the posi­tion without hazard to themselves or others. These include but are not limited to:

Sitting, standing, walking for extended periods of time; kneeling, crouching, bending at the waist, climbing stairs, reaching overhead, above the shoulders to retrieve and store files and supplies.

Dexterity of hands and fingers to operate a computer keyboard and other

office equipment; use of wrists or hands repetitively, in a twisting motion

or while applying pressure; use of both hands simultaneously.

Lifting and carrying, pushing and pulling boxes, files, equipment and other office supplies weighing up to twenty-five (25) pounds.

Body movement or mobility to visit job sites or to observe work at any

location in the district.

Driving vehicle between work sites to conduct work.

Seeing well enough to read a variety of documents including fine print,

e.g., Education Code.

Hearing and speaking well enough to exchange information using a telephone and in person including communicating with large groups of people.

Work Environment:

Employees in this classification work primarily indoors, in an office environment, in direct contact with the public and other district staff with continuous interruptions and changing priorities.

Some duties require being outside the office for varying periods of time, e.g., while assisting with particular test parts, and may include exposure to the elements.

Occasional visits to other locations and district sites are required.
