JOB DESCRIPTION
DIRECTOR OF FISCAL SERVICES
Salary Range $105,864 - $128,664
PRIMARY RESPONSIBILITIES:
-
Responsible for the timely and efficient management of business and fiscal activities of the district.

Under supervision of the superintendent, prepares and presents district budgets and related reports.

Prepares and presents board reports and board agenda items and they relate to business functions.

Administers day-to-day business relations with auditor, insurance agents and others with whom the district may do business.

Disseminates information to schools and departments on financial conditions, purchasing, supplies and equipment, recordkeeping, inventories and other like information.

Keeps abreast of research and development in current business and management practices which will enable the business manager to provide efficient leadership in business matters for the district.

Represents the Assistant Superintendent of Business Services in the operation of schools with respect to fiscal matters, food services and other matters as directed.

Prepares statistical data and formulated surveys as directed.

Works with principals and supervisors in the areas of budget development, finance and budget control. Consults with and advises, and produces monthly reports for the superintendent and board.

Prepares budget adjustments as changes occur during the year.

Utilizes the VCSSO Escape budget program as available on the computer, and is familiar with all aspects of the county financial system.

Works directly with total staff to provide timely and efficient business and fiscal management for the entire district.

Participates on district negotiating teams and advises district as to budget impact.

Directs all financial payments for the district, including payroll. Secures all funds due the district; maintains all fiscal records.
EDUCATION:
-
Completion of college with a Master’s degree in public administration or CPA or accounting degree or business-related field. (Additional experience may be substituted on a year-for-year basis for the college education requirement.)

Three years of experience in a responsible capacity involving the purchasing of supplies and equipment plus responsible and varied financial recordkeeping experience, at least one year of which shall have been in governmental accounting.

Rules and regulations affecting school district business activities.

Techniques of gathering information and preparing reports.

Purchasing procedures, sources of supply, materials and equipment used in a school district.

General school finance and requirements of other public agencies involved.

School district budgeting, accounting, and auditing theory and practices.

Use of technology as related to school accounting.

Principals of public administration and personnel management.
-
Bookkeeping and financial recordkeeping principles and procedures that pertain to school district accounting.

Legal aspects of public agency bidding.
