Delegated Authority: 

The Board of Trustees delegates to the Superintendent the authority to implement all policies and regulation approved by the Board of Trustees. Superintendent: Shall perform the duties of a district superintendent as prescribed by the laws of the state of California. 

Duties: Chief Executive Officer for Colfax Elementary School District, directly responsible to the Governing Board and acting as the Secretary to the Governing Board. Shall execute all policies, rules and regulations approved by the Board. Responsible for district compliance with all state, federal and county requirements. Shall direct, administer and supervise all aspects of district operations and be accountable for the management of district resources. 

Responsibilities

1. Serves as Secretary to the Board of Trustees and its professional advisor; works with the Board to develop policies and regulations to promote and support the educational program; assists the Board in developing awareness of and participating in beneficial local, state and federal programs; coordinates the development of meeting agendas with the Board President, in accordance with Board bylaws, state and federal requirements, and assures that all proceedings with and records are in accord with Board policies, state and federal requirements; executes all actions adopted by the Board, issue all orders and serve all required notices unless otherwise provided by action of the Board; conducts official Board correspondence, attends Board functions, makes policy recommendations to the Board of Trustees; researches, updates, and monitors policy on behalf of the Board of Trustees; assists individual members of the Board of Trustees in the understanding of and performances of their duties as directed by the Board of Trustees.

2. Establishes rules, regulations, and procedures for employees pertaining to District operations to ensure implementation of Board Policies per the direction of the Board of Trustees

3. Manages personnel system within the framework of Board-adopted policies and regulations, state and federal law; supports district practice of encouraging a positive and supportive work environment; nominates all personnel for employment, develops clear job descriptions and performance expectations, evaluates staff, recommends disciplinary action, including dismissal when warranted, assures appropriate staff assignments, provides staff development consistent with the needs of our students and teachers, and recommends other personnel actions as warranted; serve as professional advisor to the Board during staff negotiations and hearings. 

4. Supervises principal(s) and all departments of the District, including instructional programs, categorical programs, budget, facilities, and general operations of the District.

5. Oversees the District's Budget, works in conjunction with the Chief Business Official or Business Manger to make budget recommendations to the Governing Board, monitors the budget cycle including 1st Interim, 2nd Interim, budget adoption process, and unaudited actuals and chairs the Budget Development Committee and relays information to the Board of Trustees pertaining to the current and future operating budgets.

6. Directs all business services, utilizing sound business practices to assure compliance with district policies and regulations, county, state and federal requirements, administers contractual agreements, approves student fundraising activities, approves purchasing, distribution and inventorying of supplies and equipment, and oversees district safety, security and risk management programs.

7. Assures that all administrative record keeping, notices, and procedures are appropriate and adhere to district policy and regulation, county, state and federal requirements; assures the confidentiality of all pertinent district, student and personnel materials.

8. Assists the district in maintaining a long-term facilities master plan and provide professional advice regarding facilities development; assures current facilities and grounds maintenance, recommend modifications and improvements, and assures campus security and appropriate facilities use8. Acts as the Lead District Negotiator for purposes of collective bargaining with employee units.

9. Supervises District auxiliary programs such as transportation, food service and maintenance and operations to ensure that programs operate effectively and efficiently.

10. Coordinates public relations including acting as the spokesperson with the news media; maintains high degree of community involvement and participation, including membership in professional associations and organizations as they relate to education; promotes cooperative relationships with welfare agencies, community members and local organizations and businesses; keeps the community well informed about school activities, issues and achievements, encouraging local promotion of our educational program; promote appropriate community use of district facilities and provide opportunities for positive connection to Colfax Elementary School District.

11. Other related duties as may be required or assigned.

Instructional Program: The Superintendent is responsible for the administration of our educational program. The Superintendent shall recommend a curriculum that reflects district goals and assure ongoing development, assessment, support and improvement of the curriculum. The Superintendent shall report on student achievement to the Board of Trustees and community, and provide expertise in the improvement of academic achievement and student accomplishment. 

Assigns and supervises District staff who serve the needs of Colfax Elementary to ensure it is effective in their respective role within the guidelines of State and District curriculum, develops, implements, and evaluates curriculum and the instructional program directs the purchase of instructional materials and equipment to support instructional goals, administrative and facility needs; oversees the classroom instructional system and assures appropriate standards of teaching. 

Coordinates the District's special education program, including monitoring and evaluating District staff, attending necessary Individual Education Plan Meetings, approving student placement with other Local Education Agencies and Non-Public Schools or Agencies, and participates in regionalized Special Education Meetings as necessary.

Along with the school principal, keeps parents/guardians and students well informed about school and district rules and regulations related to attendance, health and welfare, records, grades and academic standards and expectations, student programs and student behavior; ensures the confidentiality of student records and hearing according to Board policies and regulations, state and federal requirements. Works to coordinate student services and promote partnerships in providing the best educational resources for our children; promotes and utilize school site council/LCAP committee involvement in school planning; supports the parent/teacher groups and recommends constructive programs encouraging parent/guardian participation in their children's education. 

Maintains a safe campus environment that supports student motivation, academic achievement and self-esteem. The Superintendent is accountable along with the school principal who is responsible for all school-sponsored programs; assuring that they are conducted according to Board policies and regulations and are designed to provide positive opportunities for our students. Provides constructive forums for stakeholders to voice their concerns and ideas, and opportunities for them to share responsibility for solutions to problems affecting Colfax Elementary School District.

Physical Requirements 

 Ability to transport objects up to 25 pounds 

EducatiorvQualifications 

 California Teaching Credential, California Administrative Service Credential. Masters degree in a related field. desired 

Experience Desired 

1. Five years teaching experience

2. Five years experience as a school site administrator preferred

Additional Qualifications 

Valid California Driver's License, must pass a TB test, must not have any felony convictions and must pass required background check.
