CLASS TITLE: SENIOR DIRECTOR-MIGRANT EDUCATION BASIC FUNCTION: Under the direction of the Associate Superintendent-Student Programs, plan, organize, control and direct operations and activities of the Migrant Education program; coordinate program activities and information with various departments, outside agencies and the public for smooth and effective program operations; coordinate and provide services to the school districts; supervise and evaluate the performance of assigned personnel. REPRESENTATIVE DUTIES: ESSENTIAL DUTIES: Plan, organize, control and direct operations and activities of the Migrant Education program; oversee the development and implementation of program policies, rules and regulations; coordinate the development of policies and procedures with regional representatives, directors, coordinators, fiscal analysts and others as appropriate; assure compliance with local, State and federal rules, regulations, policies, procedures and guidelines related to Migrant Education. Coordinate program activities and information with various departments, outside agencies and the public for smooth and effective program operations. Supervise and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; provide or coordinate staff training. Direct and monitor program activities at assigned locations; assist site personnel with the preparation and maintenance of correspondence and reports relating to program activities; assure smooth and efficient program activities. Oversee identification and recruitment of new migrant families; work with migrant parents and provide information regarding the various aspects of the program as needed. Provide technical expertise, information and assistance to the Associate Superintendent regarding assigned functions; assist in the formulation and development of policies, procedures and programs. Plan, organize and implement long and short-term programs and activities designed to develop assigned programs and services; participate in the planning and coordination of program enhancement activities including workshops, forums, seminars and a variety of other activities. Direct the preparation and maintenance of a variety of narrative and statistical reports, records and files related to personnel and assigned activities; oversee and approve purchase orders and outgoing correspondence; prepare State budget reports and other State-mandated reports according to established time lines. Communicate with other administrators, personnel and outside organizations to coordinate activities and programs, resolve issues and conflicts and exchange information; maintain communications and organization with a variety of departments to assure efficient and accurate program objectives. Develop and prepare the annual preliminary budget for Migrant Education; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations; oversee the annual funding and budget for other assigned programs. Operate a computer and other standard office equipment; drive a vehicle to various sites to conduct work. Attend and conduct a variety of meetings as assigned; attend trainings or conferences to maintain current knowledge of laws, codes, regulations and procedures related to the Migrant Education program. EDUCATION AND EXPERIENCE: Any combination equivalent to: master’s degree and five years teaching experience including two years site management experience. LICENSES AND OTHER REQUIREMENTS: Valid California driver’s license. Valid Administrative Services Credential. WORKING CONDITIONS: ENVIRONMENT: Office environment. Driving a vehicle to conduct work.
