Job Summary

Job Summary

The Program Manager works directly under the supervision of the Associate Superintendent or assigned administrator. It is the responsibility of the Mental Health & Wellness Program Manager to assist in the development, expansion, and coordination of mental health supports for NCOE, County districts, staff, students and families. The Program Manager is responsible for the design and implementation of programs to meet the objectives of the organization’s Mental Health & Wellness goals, including overseeing assigned countywide mental health grant and staff professional development programs.

QUALIFICATIONS: • Master’s degree in a related field is required. • Licensed or registered with the California Board of Behavioral Sciences as an Associate or Licensed Social Worker, Marriage and Family Therapist or Professional Clinical Counselor preferred • Valid Pupil Personnel Services Credential or CA Administrative Services Credential preferred • A minimum of 5 years’ experience managing, coordinating, and budgeting for mental health services • CDL and NCOE driving clearance required • Bilingual in Spanish preferred PRIMARY RESPONSIBILITIES: Manage Countywide Mental Health & Wellness Programs • Responsible for the program operations, including organization, prioritization, development of timelines and accountability for results for multiple programs including the Mental Health Student Services Act (MHSSA) Program and the Student Behavioral Health Incentive Program (SBHIP). Work with the leadership team to fulfill MHSSA & SBHIP grant obligations with all county school districts and multiple community and government agency staff. • Work with school districts, County mental health staff, and non-profit partners to improve countywide collaboration in the provision of mental health services to students, including supporting systems improvements to advance schools’ abilities to provide services to Medi-Cal eligible students. • Participate in SEL Community of Practice leadership team to design effective supports for County districts to implement quality SEL programs. • Responsible for program operations, including organization, prioritization, and development of timelines.

Develop and Implement Staff Mental Health & Wellness Supports • Oversee the NCOE mental health and wellness program for staff. • Provide training and coaching to assigned staff within Napa County Office of Education. • Provide clinical supervision to assigned staff. • Design and deliver professional learning related to mental health issues and services to members of the educational team. • Work with Human Resources to track attendance and progress towards goals. Development and Reporting • Track data and prepare draft project reports as required by funding agents, ensuring complete, accurate and timely reporting. • Work with grant program officers to build relationships and ensure the needs of the funders are met and exceeded. • Participate on the Leadership Team to identify potential partnerships, and develop funding proposals to support mental health and wellness programming. • Represent the programs through training and conference presentations. General Duties • Collaborate with districts, schools, and community providers to break down barriers preventing student success. • Present to educators, community members and others on a variety of mental health and wellness topics. • Responsible to analyze and address problems proactively, using judgment and discretion to resolve problems that may not be covered by policy • Collaborate with existing contacts and develop potential partners with a high degree of professionalism • Represent NCOE with professionalism to outside entities including consultants, advisory committee members, and constituents • Participate in statewide, regional and local collaborative groups and boards as required by the projects.
