About the Employer

Hartnell College is one of the oldest institutions of higher education in California. Founded in 1920 as Salinas Junior College, the school was renamed Hartnell College in 1948, and the Hartnell Community College District was established the following year. The College is preparing to join with its students, employees, alums and the greater community to celebrate its Centennial, beginning in Fall 2019. Hartnell moved into a new building on its current 54-acre site, at 411 Central Ave. in Salinas in 1936. The Main Campus is located in Monterey County, just a 25-minute drive from the scenic Monterey Peninsula and the Monterey Regional Airport. Its Alisal Campus in east Salinas, opened in 2014, houses its Agricultural Business and Technology Institute, its Sustainable Design and Construction Center, a diesel program, an automotive technology program and its computer science program. Hartnell also holds classes at its education center in King City, opened in 2002, and at numerous off-campus locations in north and south Monterey County. Thanks to a $167 million local bond measure – known as Measure T – approved by district voters in 2016, it is preparing to expand that facility and open new centers in Soledad and Castroville, as well as a new state-of-the-art building for its nursing and allied health programs on the Main Campus. Along with renovation of two classroom buildings and new landscaping, also on the Main Campus, those projects are scheduled for completion by 2021. The College serves the Salinas Valley, a fertile agricultural region some 10 miles wide and 100 miles long, as well as part of southern San Benito County. It draws most of its annual enrollment of 17,000 students from Salinas and the communities of Bradley, Castroville, Chualar, Gonzales, Greenfield, Jolon, King City, Lockwood, Moss Landing, San Ardo, San Lucas and Soledad. Students also come from Monterey Peninsula communities and elsewhere in California’s Central Coast, as well as from other states and countries. All are drawn Hartnell's academic excellence and focus on the success of students in its four-year transfer, nursing and technical programs, as well as a proud tradition in intercollegiate athletics, with 12 men’s and women’s teams.

DESCRIPTION
Under general direction of the Dean of Student Affairs - Enrollment Services or other administrator in assigned area, the Financial Aid Specialist is assigned to the day to day technical duties of the Financial Aid Department including awarding federal and state aid. Financial Aid Specialists have high technical knowledge of financial aid programs and procedures to independently assist students using a variety of mediums.
REPRESENTATIVE DUTIES
Administer federal and state financial aid programs (e.g., Pell Grant, Cal Grant Program) and coordinate with the college's Business Office and with federal and state reconciliation systems.
Comply with Title IV federal regulations and state regulations in regards to delivery of funds to students.
Analyze student data and certify eligibility for program participation as required; interpret apply and explain complex rules, regulations, requirements and restrictions.
Perform qualitative and quantitative analysis of a variety of documents, including but not limited to: federal tax returns, official academic transcripts, immigration documents, Selective Service correspondence, Social Security documents, court orders, medical transcripts, official birth certificates and promissory notes.
Verify application information and supporting documentation; recalculate financial need as required; evaluate special circumstances influencing need analysis results and recommend
appropriate changes in awards.
Assess student needs and interests and develop viable plans and alternatives.
Advise students on relevant financial aid processes and procedures including, but not limited to, Satisfactory Academic Progress appeal procedure, and Dependency Override procedure; provide award letter notifications.
Advise and counsel students who are in default of their student loans; work with loan servicers, U.S. Department of Education, and other appropriate organizations in order to cure delinquent
student loan accounts.
Plan, organize, and conduct orientations and workshops; deliver oral presentations to students, parents, counselors, and others.
Audit files and determine students' continued eligibility for financial aid.
Coordinate activities with other related on-campus student services; refer students to social service agencies and other community resources as appropriate.
Research and maintain current knowledge of federal and state regulations and requirements for financial aid and student loan programs to ensure compliance and accurate distribution of
information.
Attend and conduct various meetings; lead and participate in on- and off-campus workshops.
Monitor grant award process and disbursements; make electronic payments to student accounts and banking agencies.
Provide technical expertise to other personnel, faculty, s t u d e n t s , a n d the public regarding financial aid programs and services.
Process BOGW applications according to established procedures.
Operate a computer and related software to enter and retrieve data; operate calculator, copier, and other standard business machines.
Analyze both internal and external financial aid reports assessing for accuracy and completeness
Compile, prepare and maintain reports, files, records, and correspondence related to financial aid matters, including but not limited to those required by program auditors.
Assist in training new staff as requested; assist with developing work schedules for student workers as assigned.
Perform related duties as assigned.

EDUCATION AND EXPERIENCE
Any combination equivalent to an Associate's degree and four years of increasingly responsible experience in a student services or related program.
Bilingual (Spanish/English), desired.
Experience with federal and state financial aid programs, desired.
Eligibility to access the National Student Loan Data System
Valid CA driver's license
CONDITIONS OF EMPLOYMENT
Regular, full-time, 12 month per year classified position on the Main campus. Weekly Schedule: Monday-Thursday 9:00am-6:00pm, Friday 8:00am-5:00pm. Must be able to work occasional evenings and/or weekends as needed during peak registration periods and must be eligible to access the National Student Loan Data System.Starting salary $4,930/monthly (Step A). Salary range 31 on CSEA salary schedule: $4,930 to $5,993 (5 Steps). District provides health benefits, which currently consist of full medical, dental, and vision insurance for employee and a high percentage of coverage for eligible dependents. District-paid life, accident and income protection insurance is provided for the employee only. Must become a member of the Public Employees' Retirement System (PERS).
