EVERGREEN ELEMENTARY SCHOOL DISTRICT

CLASS TITLE: PAYROLL SPECIALIST

BASIC FUNCTIONS:

Under the appropriate supervisor, fulfills assigned duties using independent judgment with minimal direction; prepares and processes classified and certificated payrolls; and provides relevant information to employees regarding all payroll matters.

REPRESENTTIVE DUTIES:

Trains, directs, sets the order of priority for payroll issues. E

Prepares and processes all classified and certificated payrolls, including special, substitute, part-time, and overtime. E

Receives proper forms authorizing payroll actions, such as employment and termination. E

Processes new hires, ensuring all employment forms are correctly completed and establishes all basic records. E

Verifies placement of all employees. E

Correlates and records information on payroll records. E

Receives, posts, calculates and makes positive reports for all employees under an individualized reporting system. E

Maintains and processes all deductions, taxes, insurances, and leaves without pay. E

Maintains accurate files and records for all health, disability and other insurances, tax deferred programs, credit unions, union dues, and other deductions. E

Effectively communicates with all those contacted in the course of work. E

Provides negotiation information upon request. E

Interprets ETA and CSEA agreements asit applies to payroll/personnel functions. E

Monitors workers compensation payments for current and correct payments from the insurance carrier. E

Calculates absence days and notifies Human Resources for employees for possible placement on the 39-month reemployment list. E

Processes verifications of employment when appropriate. E

Updates all salary schedules. E

Monitors and maintains all leave records including the administrative work calendar, sick leave balances and vacation balances. E

Verifies and computes all longevity and professional growth pay. E

Verifies account codes. E

Reviews position control documents for accuracy. E

Distributes payroll warrants, W-2 forms, and direct deposits. E

Performs other related duties as assigned.

KNOWLEDGE AND ABILITIES:

KNOWLEDGE OF:
Plan and organize work.
Oral and written communication skills.
Telephone techniques and etiquette.
Technical knowledge and application of State and County bookkeeping procedures.
Technical knowledge of payroll management programs, preferably the QSS Financial Management System.
Technical knowledge and application of employee relations, principals, supervision, and training techniques.
Technical knowledge of appropriate computer software to prepare reports as requested.
Current bookkeeping and office administrative procedures.

ABILITY TO:
Make independent judgments, analyze difficult situations and make appropriate decisions.
Maintain cooperative working relationships with those contacted in the course of work.
Work confidentially with discretion.

EDUCATION AND EXPERIENCE:
Any combination equivalent to: graduation from high school and increasingly responsible and varied experiences in the payroll field, union contacts regulations, procedures and negotiations.
AA degree and a minimum of three years of payroll experience preferred.
