About the Employer

The Orange County Department of Education (OCDE) serves some of Orange County’s most vulnerable student populations and provides support and mandated fiscal oversight to 28 school districts serving more than 600 schools and approximately 475,000 students. In addition to providing direct instruction to students through its own alternative and special education programs, OCDE administers an array of programs and services that are critical to the operations of local school districts and community colleges, facilitating professional development, legal guidance, payroll, career and technical education support, high-speed internet access, Local Control and Accountability Plan assistance and approval, resources for families, and student enrichment. Job Summary

Job Summary

The Business Services Division delivers services to support the educational programs of Orange County school districts, partnering agencies and the business community it serves. The division strives to improve efficiency and implement business solutions with a high level of customer service and professionalism, while fostering a collaborative work environment. OCDE is seeking a knowledgeable and dedicated individual to serve as Administrator, Business Services. The selected individual will provide consultation to school districts in the areas of accounting, budgeting, finance, and effective financial and cash management to ensure district solvency. The Administrator will also develop and implement goals, objectives, policies, and priorities for various units within Business Services, identify resource needs, and recommend and implement policies and procedures. They will be responsible for staying abreast of new trends, legislation, and regulatory rulings in the field of business services. The Administrator will also act is a supervisory role by selecting, training, supervising, and evaluating assigned personnel. Responsibilities include providing coaching to employees, collaborating on goal development, setting clear expectations, providing constructive feedback, and checking in regularly for understanding. The Administrator should be skilled in analyzing, interpreting, and explaining legal policies and reporting documents. They should also be knowledgeable and familiar with areas such as AB 1200: Fiscal Oversight, principal apportionment, Local Control Funding Formula, Local Control Accountability Plan, Debt Issuance, AB 1389: RDA Pass-through Payments, cash flow analysis, and the year-end closing processes.

A typical way to obtain the knowledge and abilities would be: • Bachelor’s degree from an accredited college with major course work in accounting, finance, business, public administration or a related field. • Five years of responsible professional experience in fiscal management and accounting, including considerable supervisory experience.
