Job Summary

Under the supervision of the Director of Continuous Improvement and Academic Support (CIAS) with the Napa County Office of Education (NCOE), the Director will oversee the implementation of a special pilot related to California’s Comprehensive Literacy Development Grant. The Director will be responsible for the leadership and management of NCOE’s “Literacy to Lead” project, coordinating technical assistance, training, and evaluation processes for selected Local Education Agencies (LEAs) throughout California. The intent of this three year pilot project is to improve literacy outcomes for students, particularly those with disabilities in grades 6-12. The Director will support partner County Offices of Education (COE) and school districts with the development of leadership and implementation teams that will work toward culture shifts, long-term project sustainability, and system improvement efforts. The ideal candidate will oversee and coordinate the comprehensive needs assessment process and the creation, implementation, and monitoring of literacy action plans with participating LEAs. The Director will also be responsible for supervising the collection, management, and sharing of data, including student assessments and teacher/parent surveys; engaging educators in professional development and coaching activities; working with participating LEAs to involve families and caregivers in literacy learning opportunities; and working towards program sustainability through the institutionalization of effective systems and practices. This position can be located remotely or at NCOE’s Petaluma office; occasional travel to NCOE’s Napa office and other local regions around the state will be required. • Possess an advanced degree or credential in a related field, and/or three years of administrative experience coordinating large scale technical assistance systems and administration of programs. • Experience working with secondary literacy programs and interventions; experience working in special education programs. • Demonstrate strong leadership and supervisorial skills. • Ability to organize, collaboratively implement, and evaluate deliverables for large scale projects. • Possess leadership skills in planning, setting agendas, and coordinating/conducting meetings/trainings and facilitation of groups. • Ability to initiate, systematize, execute, and complete work on multiple tasks with concurrent deadlines. • Experience with collecting, managing, visualizing, interpreting, and presenting data and evidence to a variety of educational community members and for program reporting.

• Communicate effectively in both oral and written forms, including public speaking and report development. • Effectively handle interpersonal interaction at all levels and handle sensitive interpersonal situations. • Interpret and apply policies and procedures independently; use judgment and discretion to act when precedents do not exist. • Ability to develop and conduct professional development events using principles of adult learning. • Possess working knowledge of implementation science as applied to education, Multi-tiered systems of support (MTSS), and Response to Intervention (RTI). • Possess an understanding of culturally responsive practice and pedagogy and equitable educational systems that serve all students. • Experience working with a range of clientele in education initiatives. • Ability to perform business math, analyze budgetary data and make accurate projections. • Possess strong computer skills with knowledge of a range of software programs and learning platforms; experience working with learning management system(s) highly desirable. • Ability to travel throughout California and stay overnight(s). • Valid California Driver’s License. - Proof of completed Covid Vaccine
