About Us The Orange Unified School District serves approximately 28,000 students in grades kindergarten through 12th, and encompasses all or part of the cities of Anaheim, Garden Grove, Orange, Santa Ana, and Villa Park. Education: Bachelor’s degree in business administration, public administration, planning, facilities and/or construction management or a closely related field. Experience: Five years’ recent experience public or educational agency construction bidding, RFQ/P’s, contracts, and complex procurement, with coursework in school construction purchasing, contracts, and law, three of which are at journey level demonstrating one or more of the following responsibilities of the position: Lead position in formal competitive bidding (IFB) related to construction contracting, including pre-award contract requirements such as contractor due diligence, prequalification review; contract formation including contract development, advertising, evaluating bids, and recommending award; and post award contract administration and compliance requirements including processing change orders, contract amendments, stop notices, escrow agreements, and contract closeout. Professional Services contracts, such as but not limited to architectural and engineering (A/E), Inspector of Record (IOR), Lab of Record (LOR), including preparation of Request for Qualifications and Proposals (RFQ/P), establishing evaluation criteria, evaluating proposals, chairing a selection panel, preparing a selection panel’s recommendation to award, de-briefing unsuccessful firms, preparation of contract terms and conditions, analyzing proposals, preparing contract amendments. Senior procurement development of complex acquisitions/projects related to construction, which includes analyzing requirements to identify various procurement strategies and recommending the most appropriate method while complying with regulation and laws.
