DEFINITION The Personnel Manager is under the administrative direction of the Assistant Superintendent of Human Resources, to perform a variety of complex duties involved planning, coordinating, and supervising the operation of the services provided by the Human Resources Department. The incumbent is responsible for all credentialing and assignment monitoring, personnel records, preparing employment contract/employment letters and processing of staff; will exercise good judgment in the application and interpretation of complex rules and regulations; will provide support to school sites/departments, administrators and staff to ensure compliance with District, State and Federal regulations related to personnel concerns and matters; represents the District at county and state meetings as required. DISTINGUISHING CHARACTERISTICS: The incumbent is to serve as a manager in the Human Resources Department, supervise, and assist in coordinating the operations and communications of the Human Resources Department. The incumbent in this position is required to be a flexible individual with strong organizational and detailed skills that is capable of assuming responsibility, learning and applying terms of employment contracts, education and labor code, worker’s compensation, health benefit regulations and other laws related to personnel. This position is expected to work independently and must possess a broad understanding and knowledge of the policies and procedures of the office and be able to apply such knowledge in the performance of their assigned tasks and serve as a resource person for school sites/departments, District staff and the community. WORK YEAR: 12 months, 8 hours per day 21 vacation days – 15 paid holidays – 12 sick days Minimum Qualifications: - Equivalent to graduation from high school, supplemented by two (2) years of college-level training or course work in office management or business administration. - A minimum of five (5) years of administrative/management Human Resources experience in a California public school district may be supplemented for the college-level training or course work or any combination of training and/or experience that could provide the desired knowledge and abilities. - A minimum of two (2) years of experience working with California Teacher Credentialing (CTC) is required. Training and experience in office management and technical office skills are required. Knowledge of: Office management procedures; Federal, State and District employment regulations, practices and policy; Education Code, Health and welfare benefits, retirement systems and contract agreements; Legal mandates, principles, procedures, methods and practices of certificated and classified personnel system; California State credentialing; English usage, spelling punctuation, grammar, report formatting, and basic accounting; Technical aspects related to public school personnel; Computer software and database systems regarding personnel systems, county systems; Microsoft Word, Excel, Access, and Google Docs and Web pages.
