Essential job Functions 

  • Evaluates current program effectiveness to determine the need for program modifications and/or new program development.  
  • Research program alternatives, funding sources, as well as special education service delivery models and other elements that promote inclusion; evaluates alternatives, prepares reports and makes recommendations to the Executive Director and other administrative staff  
  • Acts as County liaison and provides coordination among community-based organizations and other service providers, County and district departments, State or other funding sources and community or business organizations; interacts with various planning councils or boards. 
  • Answers questions and provides training and technical assistance, as necessary.
  • Monitors assigned program; ensures compliance with contract/funding provisions; recommends and facilitates implementation of procedural and operational changes to maximize service delivery.
  • Compiles and maintains accurate records and files regarding program activities; prepares periodic and special statistical or narrative reports as required; may access multiple databases to prepare such reports.
  • Facilitates meetings with stakeholders for the purposes of collecting information, receiving feedback on work completed and/or program changes recommended.
  • Stays current e on regulations and evaluates the impact on Special Education program operations and drafts policy and procedural changes as required.
  • Provides clarification of policies and procedures to ensure consistency and compliance across all sites through leading and facilitating IEP teams, facilitating professional learning, coaching, and mentoring for a range of stakeholders on topics related to special education and multi-tiered systems of support.
  • Demonstrates a high level of competence and ability to lead and support complex special education cases; is well versed in IDEA California Education Code, and Special Education law.  
  • Provides oversight and program monitoring to ensure the District is fulfilling its commitments to Students with Disabilities.
  • Applies conflict resolution strategies with parents or other educational partners to resolve disputes related to student IEP’s; while demonstrating a strong working knowledge of current IDEA, as well as Sate and Local procedures.
  • Attends mediations or due process hearings, as necessary 
  • Other duties as assigned.

Supervisory Responsibilities:

Directly supervises employees within the Special Education Department. Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, recommend for hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Computer Skills

To perform this job successfully, an individual should have proficient knowledge of Google Apps, Microsoft Word and Excel, ability to learn department-based software, printing, faxing and copying.

Language Skills

Ability to read, analyze, and interpret laws and regulations, professional journals, technical procedures, and cross reference governmental regulations; write reports, business correspondence, and procedure manuals; and effectively present and provide information including responses to questions from leadership groups, clients, customers, and the general public.

Math Skills

Ability to work with mathematical concepts such as discounts, interest, fractions, ratios, commissions, proportions, and percentages. Review and/or audit internal documents to ensure accuracy of purchases, revenue, and errors of transaction.

Work Environment and Physical Demands

While performing the duties of this job, the employee is regularly required to stand; walk; use hands to finger, handle, or feel; and talk or hear. The employee frequently is required to reach with hands and arms. The employee is occasionally required to sit and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 35 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus. Must be able to see and hear or use prosthetics that will enable these senses to function adequately to assure that the requirements of this position can be fully met.
